Bills over May 12, 1987 The City Council of the City of Georgetown met in Regular Session on the above date at 7:00 P.M. with Mayor Jim Colbert presiding. The following council members and officials were present: Council Member Luther Laubach, Council Member Joan King, Council Member Marvin E. Lackey, Council Member Barbara Pearce, Council Member Mike McMaster, City Secretary Pat Caballero, City Manager R. Bob Gaylor, Director of Finance and Administration Gwen Sherman, Director of Community Services Hartley Sappington, Director of Public Works Allyn Moore, and Development and Planning Director Ed Barry. Motion by King and second by Pearce to approve consent items 870172, 870173, and 870174 as follows. Motion carried by unanimous vote. To approve the April 27, and April 28, 1987 council meeting minutes as submitted by City Secretary Pat Caballero. 5,000. To approve the following bills over $5,000.00. Award Library Furnishings Bid, Parker McCollough/Judy Duer This matter withdrawn from consideration. 870178. Approve Library Construction Change Order, Parker McCollough/Judy Duer in any room in which an amusement device is located is prohibited. Motion by Lackey and second by King to authorize change order No. 2 (sidewalk extension and Halon, chemical fire extinguishing system) to the new library general construction contractor, in the amount of $13,090.00, as recommended by the Georgetown Library Board. Motion carried by unanimous vote. 870179. Petition for Ordinance Change, Video Arcade Establishments, Jack Hunnicutt/Pat Caballero The council considered a request. from Mr. Jack Hunnicutt Jr. proposing a change in the City regulations governing the operation of video arcade establishments to eliminate the city imposed prohibition against the consumption of alcohol on the premises where video games are present, and to repeal the prohibition against partitions within a building were video games are present. The applicant plans on opening up a bowling alley that will have video games and sale of alcohol under a club membership. Motion by Lackey and second by Laubach to instruct the City Secretary to write an ordinance that would modify the city code governing video game establishments in the following manner. Motion carried by unanimous vote. 1. To permit a building in which an automatic amusement device(s) are present to be partitioned, but in no case may a room in which such machines are located be less than 300 square feet. 2. That consumption of alcohol in any room in which an amusement device is located is prohibited. 3. That the entrances(s) to any such room must display a sign that states "possession of alcohol beverages beyond this point is strictly prohibited.P1 4. That consumption of alcohol on the parking lot of any premises where an automatic amusement device is located is prohibited. 05/12/87 regular council meeting page 3 of 5 870180. Authorization to Advertise for Pumper, Les Bunte Motion by McMaster and second by King to authorize the staff to advertise for bid a fire apparatus pumper. Voting went as follows: yes: King, Lackey, Pearce and McMaster; no: Laubach. Motion carried. Executive Session under Art. 6252-17 Sec. 2 (e) Litigation Council exercise its rights and remedies in Mayor Colbert announced that the Council would meet in executive session under Article 6252-17 Section 2 (e), Litigation. After the executive session the meeting was again open to the public. and approved as an act The following items were discussed in executive session and acted upon in open session. 870181E. Tri -Tract Motion by Pearce and second by King that: 2) the City Manager and City Attorney, individually, are expressly 1) the City Council exercise its rights and remedies in drawing upon Letter Of Credit No. 143, issued by Gibralter Savings Association, ("Credit"); City Manager 2) the City Manager and City Attorney, individually, are expressly authorized to take all actions necessary to draw upon such Credit; and 3) all actions previously taken by the City Manager and City Attorney in giving notice of the City's intention to draw upon the Credit are hereby ratified and approved as an act of the City Council.
