The City Council of the City of Georgetown met`in Special
Session on the above date at 6:00 P.M. with Mayor Jim Colbert
presiding. The following council members and officials were
present: Council Member Eb C. Girvin, Council Member Joan
King, Council Member Marvin E. Lackey, Council Member Bill
Connor, Council Member William C. Shell, City Secretary Pat
Caballero, City Manager R. Bob Gaylor, Director of Finance
and Administration Gwen Sherman, Director of Community
Services Hartley Sappington, Director of Public Works Allyn
Moore, and Development and Planning Director Ed Barry.

870125. Chamber of Commerce Lease Assignment, Randy Stump
Motion by Shell and second by Connor to authorize the mayor
to sign a Chamber of Commerce Lease Assignment Agreement as
prepared and approved by City Attorney Randy Stump. Motion
carried by unanimous vote.
Resolution, Extending Deadline for Industrial District and updating Field Notes,
Bob Gaylor
Motion by Connor and second by Lackey to adopt the following
resolution. Motion carried by unanimous vote.
A RESOLUTION EXTENDING THE AGREEMENT DEADLINE OF SECTION 6.
OF ORDINANCE 86-67 CREATING THE SOUTHWEST GEORGETOWN
INDUSTRIAL DISTRICT FROM MARCH 31, 1987 TO APRIL 15, 1987;
AND SUBSTITUTING EXHIBIT A OF SUCH ORDINANCE WITH A NEW AND
REVISED EXHIBIT A TO CORRECT A TYPOGRAPHICAL ERROR IN THE
PROPERTY DESCRIPTION OF SUCH DISTRICT

BE IT FURTHER RESOLVED THAT due to a typographical error in
the original Southwest Georgetown Industrial District the
property description field notes attached hereto and known as
Exhibit A be substituted for the existing Exhibit A attached
to above mentioned Ordinance 86-67 and that the attached
Exhibit A become, for all purposes the Exhibit A mentioned in
Ordinance 86-67.

870127. Council Remuneration Committee Recommendations, Kirk Trieble
Kirk Trieble, Chairman of the Council Remuneration Committee
reported that the Council Remuneration met on April 30, I987
and decided to recommend that the current honoraria paid to
the mayor ($40.00 per month) and council members ($10.00 per
month) remain at its current level. Motion by Lackey and
second by Shell to adopt the recommendations of the committee
and file this action into the next regular council meeting
minutes. Motion carried by unanimous vote.
870128. Industrial
District Agreements Approval, Bob Gaylor
Motion by King and second by Connor to authorize
sign two In Lieu of Taxes Agreements with Texas
and Georgetown Railroad, and Mrs. Merle Wier
approval of the city attorney. Motion carried

870129. Preliminary/Final Plat, Section 4, Toyah Point, Ed Barry
Motion by Connor and second by King to approve Toyah Point,
Section 4, Preliminary/Final Plat, subject to the following
staff recommendations. Motion carried by unanimous vote.
1. The following site plan revisions:
a. Relocation of the Leander Road approach driveway eastward
by a minimum distance sufficient to be centered on the east
lot line of the subdivision, and to serve as the sole, common
access
to Leander
Road for the parent tract.
b.
Provision
of required
off-street parking.
C.
Relocation
of
Luther Drive approach driveway as far south
on
the
lot as possible.
2.
Application
of
the Water Availability Note.
870130. Proposed Underground Water District Legislation, Ed Barry
Council Member Connor reported that the Williamson County
Commissioners' Court, or the City Council of the City of
Round Rock, did not indicate full support of the
establishment of an Edwards Aquifer Underground Water
District. The support of these bodies would be beneficial in
persuading the state legislature to create such a district.
The council indicated that it is to late to pursue such
creation during this legislative session and that work should
continue toward the creation of the district and that the
next legislative session become the target date for the
eventual creation of an underground water district in the
Williamson County area.
870131. Water Plant Staff Report, Allyn Moore
Director of Public Works Allyn Moore filed a report with the
City Council regarding the number, and qualifications, of the
personnel needed to run and maintain the two, soon to be
completed, water treatment plants.
870132. Capital Improvements Projects, Allyn Moore
Director of Public Works Allyn Moore gave a thorough report
for the Capital Improvement Projects for the next few years.

870134. Committee Appointments, Planning and Zoning Commission, Board of
Adjustments, Mayor Colbert
City Attorney Randy Stump reported on the status of the
ordinance establishing the City of Georgetown Planning and
Zoning Commission as it relates to the appointments of
Planning and Zoning Commissioners. Stump commented that the
present ordinance is apparently valid and would probably be
held so by the courts. He did note, however, that the
ordinance is not in strict accord with the state statutes
that establish Planning and Zoning Commissions, particularly
that section that deals with the appointment authority.
Motion by Lackey and second by Shell to table this item and
direct the City Attorney to prepare an ordinance that more
complies with the State Statutes and return this ordinance
for further council consideration. Motion carried by
unanimous vote.
