The City Council of the City of Georgetown met in Regular
Session on the above date at 7:00 P.M. with Mayor Jim Colbert
presiding. The following council members and officials were
present: Council Member Eb C. Girvin, Council Member Joan
King, Council Member Marvin E. Lackey, Council Member Bill
Connor, Council Member William C. Shell, City Secretary Pat
Caballero, City Manager R. Bob Gaylor, Director of Finance
and Administration Gwen Sherman, Director of Community
Services Hartley Sappington, Director of Public Works Allyn
Moore, and Development and Planning Director Ed Barry.
Consent Agenda: Motion by Connor and second by Shell to approve consent items
numbers 87103, 87104, 87105, and 87107 as follows. Motion
carried by unanimous vote. Item number 87106 was removed from
consideration.

Request: A variance from Section 4.04 Part 15 of the
Subdivision Ordinance to reinstate Final Plat approval for a
six month period for Quail Meadow 6 and Quail Meadow 7.
Harold S. Parker requested that the following letter be read
into the record by City Secretary Pat Caballero.
To: Mayor & City Council,
I am writing this letter to the council because I am not
sure that you fully understand how your engineering review
policy effects an average subdivision. We are presently (27
months and $54,162.20 in fees to our engineers) trying to
obtain final approval of two small subdivision.
As we understood the policy on review fees, when we presented
these two
plats, was that
if they would exceed $1000.00
adjacent
per
subdivision
we were
to be
notified in
writing. (Section
V
of
the City
Ordinance
Establishing
Rates
for Review
of Plats
and
Plans).
We had received
around
no such notices
when we
declined
to
pay the
fees in
question
($1896.09).
These
fees seem
excessive
to me and
when
paid will bring
the total
review
fee
to around
$7150.00
on these
two subdivisions.
One of these subdivisions
has only 5 lots
and is
adjacent
to
existing paved
street with all utilities.
Drainage
was
really a very simple
matter of letting the
excess
water
run
down hill into
a drain system already provided
in adjacent
subdivision. The
fee for these 5 lots was
around
$500.00
per
lot.
This
seems
excessive to me.
If in your opinion

870115. Preliminary/Final Plat, Toyah Point Section 4, John Warden
Motion by Lackey and second by Shell to refer this matter
to the Planning Zoning Commission to re-evaluate the access
to the property subject to the consent of the applicant. If
the applicant does not agree to suspend the 30 day automatic
approval rule, then the matter shall be brought back to the
City Council at the April 2, 1987 Special Council Meeting.

870116. Resolution, Rural Fire Protection, Les Bunte
Motion by King and second by Shell to adopt the following
resolution. Motion carried by unanimous vote.
A RESOLUTION OF THE CITY COUNCIL OF GEORGETOWN, TEXAS TO
DEVELOP A POLICY STATEMENT REGARDING RURAL FIRE PROTECTION
AND THE ENCOURAGEMENT AND PROMOTION OF CREATING A RURAL FIRE
PROTECTION DISTRICT FOR SPECIFIED AREAS OUTSIDE THE CITY.
WHEREAS, the City of Georgetown, an incorporated municipality
within Williamson County, currently
provides
adequate
and
reliable fire protection to it's
citizens,
that the
City
Council is strongly committed
to meeting
the necessary
that the City
requirements to continue to
provide satisfactory
no longer continue
fire
protection service to it's own taxpayers; AND
WHEREAS, the City of Georgetown
directs approximately 50% of
protecting lives and property
Georgetown with very little
County for such service; AND
Fire Department each year
it's services and resources to
outside the City Limits of
compensation from Williamson
WHEREAS, Williamson
County is
not
willing to bear a fair and
reasonable cost
for
providing
fire
service protection to it's
rural citizens,

the cost of providing rural
fire protection;

WHEREAS, the City Council is willing to enter into a
contractual agreement with a Rural Fire Protection Tax
District to continue to provide fire protection outside the
City Limits in order to receive a fair and reasonable
compensation for providing such service;
THEREFORE, BE IT RESOLVED THE CITY COUNCIL OF GEORGETOWN:
That the City Council resolves to petition for

Fire Protection Tax District for
