Resolution, Establishment of Procedure for Retention and Destruction of Municipal Court Records, Hartley Sappington To adopt the following resolution. RESOLUTION Whereas the City Council of the City of Georgetown wishes to establish a retention and destruction procedure for Municipal Court Records; and Whereas TEX. REV. CIV. STAT. ANN. art 6574c Sec. 3 permits the City Council to establish a procedure to retain and destrov Municipal Court Records, no longer in litigation, and with proper notification of the Texas State Librarian; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS; That the procedure for the retention and destruction of Municipal Court Records be established in conformance with recommended guidelines of Section Seven (7) of the Municipal Records Manual of the Texas State Library and subsequent revisions to this section. Econo:kaic Development Policy, Joan King/Bill Connor Motion by King and second by Shell to adopt the economic development policy as prepared by council members King and Connor with the deletion of the following phrase: "(1) the expenditure of funds will be necessary for the implementation of Georgetown's economic development plan;". Prior to the vote being taken on the above motion, Council Member Connor moved to amend the above motion by changing the proposed deleted phrase to read as follows: "(1) The expenditure of funds emphasis will be directed toward Georgetown's economic development plan;". This was seconded 03/10/87 regular council meeting page 2 of 5 by Council Member King. Mayor Council Member Connor's 'motion vote. Colbert called for a vote on Motion carried by unaniii-ious Mayor Colbert then called for a vote on Council Member King's original motion as amended. Motion carried by unanimous vote. The adopted Economic Development Policy is as follows: The City of Georgetown City Council favors vigorous efforts by the total community to increase city tax base by fostering economic development through active recruitment of new businesses and industries. To that end, we commit council members and city staff to cooperation with Keep Georgetown Best, the Chamber of Conmierce, Georgetown Independent School District, Williamson County, and other organizations in planning and implementing a coordinated economic development program. The council favors the search for and active recruitment of strong economically viable and ecologically safe industry and businesses. The Council recognizes that: (1) the expenditure of funds emphasis will be directed toward Georgetown's economic development plan; (2) that a positive attitude toward new businesses must be maintained, and (3) that at times special attention and action by the city may be warranted in order to attract desirable firms. 870091. Update, Rural Fire Protection Tax District, Les Bunte Motion by Connor and second by King that: 1) The Mayor and City Council develop a policy statement concerning future fire protection service in areas outside the City Limits in regards to funding and quality of service provided (with staff being directed to develop such policy and return with such for future council approval), and 2) for the City Council to reaffirm their dedication to the creation of a Rural Fire Protection Tax District in order to obtain funding to continue to provide rural fire protection service. Presentation of Traffic, Safety and Parking Committee Resolution, Clark Thurmond/Hugh Anderson Motion by King and second by Connor to direct the city staff to prepare an ordinance to change the city code to provide for one hour parking within the downtown business district. Motion carried by unanimous vote. Motion by King and second by Shell to have the Mayor write a letter to the Williamson County Judge requesting that he direct the courthouse employees, staff and jurors to refrain froirz parking their cars on the downtown square while conducting their daily business. The council indicated that the staff consider this request when they review late payment charges. Management Agreement, Operation of City Pools for 1987, Hartley Sappington Motion by Connor and second by Lackey to authorize the staff to prepare an agreement with Elizabeth Mealy and C. Dotson Smith for management of the City Pools for 1987 and return with such agreement for further action. Motion carried by unanimous vote. Review and Approval of General Liability Insurance Premium, Gwen Sherman by Sewer Repair, Allyn Moore Motion by Connor and second by Lackey to authorize a general liability and second by Shell to insurance =premium payment to The Travelers Insurance Company for Company (through Evans, Ewan and Brady) for a total sewer repairs to the 10" sewer that runs under the business amount of $159,495. Motion carried AN ORDINANCE AMENDING SECTION 1-5., RULES OF CONSTRUCTION, OF THE CITY OF GEORGETOWN CODE OF ORDINANCES TO AMEND THE DEFINITION "CITY SECRETARY, CHIEF OF POLICE OR OTHER CITY OFFICERS OR DEPARTMENTS" TO INCLUDE THE TERM CITY MANAGER; PROVIDE FOR LEGAL DESIGNATES OF SUCH OFFICERS OR DEPARTMENTS; PROVIDE A SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE 870097. Emergency Expenditure, W. University by Sewer Repair, Allyn Moore carried by unanimous authorize an emergency Motion by Connor and second by Shell to expenditure to Parkers & Rogers Construction Company for approximately $50,000 for sewer repairs to the 10" sewer that runs under the business buildings at 598 and 600 West University Avenue.
