The following council members and officials were present: Council Member Eb C. Girvin, Council Member Joan King, Council Member Marvin E. Lackey, Council Member William C. Shell, City Secretary Pat Caballero, City Manager R. Bob Gaylor, Director of Community Services Hartley Sappington, and Development and Planning Director Ed Barry. Citizens Participation in Comprehensive Planning Process, Ed Barry The City Council held a workshop on Citizen Participation in the comprehensive planning process. It was decided that the city staff should advertise for committee members to serve on a steering committee and various subcommittees. 870066. RESOLUTION NO. 870073 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS CITING CONDITIONS WITHIN THE NORTHWEST CENTRAL AREA OF THE COMMUNITY, RECOGNIZING THE ROLE OF THE PLANNING COMMISSION IN PREPARING AN AREA PLAN, ADOPTING THE NORTHWEST CENTRAL AREA PLAN AS AN AMENDMENT TO THE CITY'S DEVELOPMENT PLAN, AND DESIGNATING THE AREA PLAN AS THE GUIDE TO FUTURE DEVELOPMENT ACTIVITIES IN THE PLAN AREA. WHEREAS, the City Council has recognized the appropriateness of certain activities involving the redevelopment of land in the area bounded by Austin Avenue, Tenth Street and the South San Gabriel River, which is herein referred to as the Northwest Central Area of Georgetown; and WHEREAS, the City Council desires to ensure the beneficial relationship of redevelopment activities to existing residences and to the neighborhood commonly known as The Ridge; and to uphold the provisions of the City's Urban Renewal Plan as they apply to the Northwest Central Area; and 02/24/87 regular council meeting page 2 of 6 WHEREAS, the City Council considers the natural features and historical significance of the South San Gabriel River bordering the Northwest Central Area to comprise a unique and valuable amenity within the Georgetown community; and WHEREAS, the City Council has directed the Planning Commission of the City of Georgetown to prepare a plan for the orderly development and redevelopment of land and the maintenance of neighborhood quality within the Northwest Central Area; and Plan of WHEREAS, the Planning Commission has solicited comments concerning the content of such a plan from residents and owners of property both within the Northwest Central Area and within the community at large, and for that purpose has conducted at least two public hearings; and WHEREAS, the Planning Commission has recommended the adoption of the proposed Northwest Central Area Plan as an amendment to the Development Plan of the City of Georgetown; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Georgetown, Texas, THAT the Northwest Central Area Plan graphic exhibit as presented (a copy of which is on file in the office of City Secretary) to the City Council on this use, provision the date is adopted as an amendment to the Development Plan of the City of Georgetown, and carried by unanimous vote. Ordinance, Establishing a Board of Adjustments, 1st Reading, Ed Barry Motion by King and second by Lackey to affirm the first reading of the following captioned ordinance subject to the following amendments: 1) include the same statement of qualifications for membership on the Board of Adjustments as for the Planning and Zoning Commission as stated in 1.09 of the City of Georgetown Charter as amended; 2) revise the wording of section 11.2 to state that the City Manager shall select, from a list of council appointed alternates, an alternate to serve in the absence of a regular member; 3) revise the ordinance to reflect the current appoint policy of the City of Georgetown.
