The following council below and to consider members and officials were present: Council Member Eb C. Girvin, Council Member Joan King, Council Member Marvin E. Lackey, Council Member Bill Connor, Council Member [William C. Shell, City Secretary Pat Caballero, City Manager R. Bob Gaylor, Director of Finance and Administration David Quick, Director of Public Works Allyn Moore, Development and Planning Director Ed Barry, Police Chief Hugh Anderson III and Tax Assessor/Collector Barbara Raney. CONSENT AGENRAm. Motion by Lackey and second by King to approve consent items 1, 2, 3, 4, 5 and 7 as stated below and to consider item number 6 separately. VARIANCE - CAPITAL RECOVERY FEESr CORPS OF ENGINEERS - ALLYN OORE motion by Connor and second by Girvin to grant a variance for a waiver of the Capital Recovery Fees associated with supplying the Corps of Engineers at Lake Georgetown treated water from the low pressure Lake Georgetown Water Treatment Plant discharge line. Motion carried by unanimous vote. 7. "ORDINANCE NUMBER AN ORDINANCE LEVYING 'FAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY OF GEORGET0WN AND PROVIDING FOR THE INTEREST AND SINKING FUND FOR THE YEAR 1986 AND APPROPRIATING EACH LEVY FOR THE SPECIFIC PURPOSE." 9. NATURAL GAS SERVICE RATE - FILL SMITH/DAVID QUICK Motion by Lackey and second by Connor to propose that the period for consideration of a request from Lone Star Gas Company for a service rate increase for gas customers within the City Limits be extended until October 31, 1986. Mr. Bill Smith, representing Lone Star Gas Company, stated that he is amenable to this and will not impose any temporary rate increases until this time elapses or another extension is agreed upon. Motion carried by unanimous vote. 10. ORDINANCE - 2 HOUR PARKING, 1ST READING - HUGH ANDERSON III Motion by Connor and second by Shell to acknowledge the first reading of the following captioned ordinance. Motion carried by unanimous vote. AN ORDINANCE AMENDING CHAPTER 4 AIRPORTS AND AIRCRAFT OF THE CITY OF GEORGETOWN CODE OF ORDINANCES, PROVIDING A SEVERABILITY CLAUSE AND SETTING AN EFFECTIVE DATE" 15. U®S® GEOLOGICAL SURVEY STREAM MONITORING - ALLYN MOORE Motion by Shell and second by Lackey to continue with the United States Geological Survey Stream Monitoring Program for fiscal year 1986-87 and approve an expenditure of $10,320 for such program. Motion carried by unanimous vote. 16. GROUND WATER SUPPLY PROPOSAL - ALLYN MOORE Motion by Connor and second by Lackey to authorize the Mayor to sign an agreement with William F. Guyton Associates, Inc. for providing phase I and II of a ground -water study for a total cost of $12,500. ORDINANCE - CAPITAL RECOVERY FEES, 1ST READING - ED BARRY Motion by Connor and second by King to acknowledge the first reading of the following captioned ordinance with the deletion of section III of such ordinance. Motion carried by unanimous vote. "ORDINANCE N0. AN AMENDMENT TO ARTICLE V, SECTION 23-81, ET. SEQ. OF THE GEORGETOWN CODE OF ORDINANCES, ALSO KNOWN AS THE CAPITAL RECOVERY FEES ORDINANCE PASSED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN ON JANUARY 10, 1984, AS AMENDED ON JANUARY 23, 1984; RAISING THE CAPITAL RECOVERY FEES TO $2,000.00P RAISING THE SQUARE FOOTAGE MULTIPLIER FORM TWENTY-FIVE (25) CENTS PER SQUARE FOOT FOP. WASTEWATER SER ICE TO FIFTY (50) CENTS PER SQUARE FOOT; AND CONTAINING A SEVERABILITY CLAUSE." 21. EASEMENT REQUEST FROM GRACE EPISCOPAL CHURCH - ED BARRY Motion by Connor and second by Shell to grant a 30 foot wide access easement across city property, on which is located the James Street Water Tower, to the Grace Episcopal Church subject to the following: 1) That the granting of the easement is approved by the City Attorney. 2) That Grace Episcopal Church pay- unto ayunto the City of Georgetown $260.00 fair market 9/9/86 regular council meeting page 6 of 7 TIME: 9.w55 PM value for the easement. 3) That any costs for necessary changes to City equipment, property, or items, in the easement, be borne by the Grantee.
