The following council members and officials were present: Council Member Eb C. Girvin, Council Member Joan King, Council Member Marvin E. Lackey, Council Member Bill Connor, Council member William C. Shell, City Secretary Pat Caballero, City Manager R. Bob Gaylor, Director of Public Works Allyn Moore, and Development and Planning Director Ed Barry. CONSENT AGENDA Motion by Connor and second by Girvin to approve City Manager. the following four consent items. ORDINANCE NO. 86-46 AN ORDINANCE AMENDING ORDINANCE NUMBER 82-30 PASSED AND APPROVED ON THE 9TH DAY OF NOVEMBER, 1982 WHICH ESTABLISHES RATES FOR THE PLANNING AND ENGINEERING REVIEW OF PLATS, PLANS, ZONING, SPECIAL PERMITS, ANNEXATIONS, MAPPING AND DISTRIBUTION OF AERIAL MAPS BY AMENDING ARTICLE I SECTION 2 "REZONING AND RELATED LAND USES '° TO ADD THE R-0 RESIDENTIAL OFFICE DISTRICT (Ordinance Volume Appendix A) 10/14/86 regular council meeting page 1 of 4 To award the 1986/87 water pipe and fittings annual bid by authorizing the staff to select the lowest bidder for each water pipe and fittings item, and to select next lowest bidder if the item in not available from the low bidder from among the following companies: Trans -Tex, American Utilities, Rohan Co. and U.S. Pipe. COMMITTEE VACANCYNOUNCEMENTSr COUNCIL SALARY COMMITTEE, HISTORIC PRESERVATION COMMITTEE My LIBRARY BOARD (2) - MAYOR COLBERT Mayor Colbert announced that the City, is seeking nominations for the following committees: Council Salary Review Committee, Library Hoard (2) and Historic Preservation Committee (1). Such appointments will be made at the November 11, 1986 Regular Council Meeting. 6® ABOMINATIONS FOR WILLIAMSON COUNTY APPRAISAL DISTRICT - MAYOR COLBERT Mayor Colbert announced that the Citi is seeking nominations for a person to represent Georgetown on the Williamson County Appraisal District. Such appointment shall be made at the October 28, 1986 Regular Council Meeting. 7. PROPOSED IH 35 SOUTHEAST ANNEXATION AREA - MICHAEL LAUER Motion by Connor and second by Lackey to table the annexation of IH 35 Southeast Area until this matter is brought up again. Motion carried by unanimous vote. 8. 1986 ANNEXATIONS PUBLIC HEARING - MICHAEL LAUER Mayor Colbert announced that the City Council will hold a public hearing on the 1986 annexations to the City of Georgetown. The following persons were present: Jennie Mother�l, R. Be Motheral, Charles Johnson, Virginia Johnson, Vernon Burgner, C. R. Turner, Joe Woesham, We H. Hays, Bob Brent, Bob Lane, H. D. Shanklin, Judi Shanklin, Gwen Morrison, and Ron Gahagan. REZONING 605 LEANDER RD. FROM RS TO EMERGENCY READING Motion by Connor and second by Shell the following captioned ordinance on reading subject to following: 1) A development plan shall be submitted 10/14/86 regular council meeting page 2 of 4 C -2A - to adopt emergency detailed for staff approval. 2) All bulk storage of hazardous Lackey materials shall be underground and shall conform to Aquifer Protection Rules. 3) Site development Mayor shall include provisions for the detention and filtration of stormwater runoff to prevent pollutants from reaching the sink hole area. for the Serenada Voting went as follows: yes: Girvin, King, cost of $6,700.00. Connor and Shell; abstains Lackey. Motion follows: yes: Girvin, King, carried. ORDINANCE #86-47 AN ORDINANCE AMENDING THE "ZONING ORDINANCE" PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, ON THE 12TH DAY OF FEBRUARY, 1968, AMENDING A PART OF THE ZONING DISTRICT MAP OF THE ORIGINAL ORDINANCE, TO CHANGE THE PROPERTY OF JAMES W. LACKEY IN THE Co STUBBLEFIELD SURVEY ABSTRACT N0. 558 IN THE CITY OF GEORGETOWN, TEXAS FROM R -S SINGLE FAMILY DISTRICT TO C -2A, COMMERCIAL - FIRST HEIGHT DISTRICT ZONING CLASSIFICATION AS HEREINAFTER SET FORTH. (Ordinance Volume Appendix A) 10. SERENADA ELEVATED TALK SITE SURVEY AGREEMENT - ALLYN MOORE Motion by Lackey and second by Connor to authorize Mayor Colbert to sign a letter agreement with Freese and Nichols, Inc. for the Serenada Elevated Tank Site Survey for a cost of $6,700.00. Voting went as follows: yes: Girvin, King, Lackey and Connors abstain Shell. Motion carried. 11. SESQUICENTENNIAIL, SIDEWALK PROJECT FINAL ACCEPTANCE - RAY GREEN Motion by Connor and second by Lackey to accept the completion of the Sesquicentennial Downtown Sidewalk Project and approve final quantities and payment conditioned upon a representative from the Public Works Division meeting with each adjacent property owner that sustained damage during the construction project to determined if all such damages have been repaired. Motion carried by unanimous vote. ADJOURN Motion by Connor and second by Lackey to adjourn.
