Resolutions;
Effective Date.
Whereas, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
Whereas, Section 1.08(2)(E) of the City Charter provides that the City's Comprehensive
Plan should include a recreation and open space element, and that the Plan (or the elements
comprising the Plan) shall not be revised more than once every 5 years, except on a super
majority vote of the City Council; and
Whereas, the Parks, Recreation and Open Space Master Plan was last updated in 2002,
so has been more than five (5) years since the last time that the Parks, Recreation and Open
Space Element was revised; and
Whereas, on May 22, 2008, a public open house was conducted to evaluate the City
Parks, Recreation and Open Space Master Plan and the future need for parks and trails within
the community; and
Whereas, the Parks and Recreation Advisory Board met over several months to work on
the update of the Parks, Recreation and Open Space Master Plan; and
Whereas, the Parks and Recreation Advisory Board did recommend to City Council
approval of the draft 2030 Comprehensive Plan: Parks, Recreation and Open Space Master Plan
Element, on December 11, 2008.
Whereas, the Parks and Recreation Advisory Board held a public meeting on the draft
2030 Comprehensive Plan: Parks, Recreation and Open Space Master Plan Element on January 8,
2009; and
Whereas, the City Council held a public hearing concerning the draft 2030
Comprehensive Plan: Parks, Recreation and Open Space Master Plan Element, on January 27, 2009;
and
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, THAT:
Section 1. The facts and recitations contained in the preamble of this ordinance are

hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance implements provisions of the 2030 Comprehensive Plan,
Section 2. Chapter 1.12, Georgetown Comprehensive Plan, of the Code of Ordinances
of the City of Georgetown is hereby amended as follows:
Sec. 1.12.070. Parks, Recreation, and Open Space Master Plan.
In accordance with Chapter 1.08, Subsection 2 of the City Charter, the City Council of the City
has adopted that certain document entitled "2030 Comprehensive Plan: Parks, Recreation and
Open Space Master Plan Element" for the purpose of directing the City Council, staff, and/or
commissions in rendering actions and resolutions relating to the utilization of all of the
available resources within the City and its planning area for the purpose of developing and
conducting the parks and recreation programs of the City. This document is dated April 14,
2009 and may be amended from time to time.
Editor's note: Copies of the "2030 Comprehensive Plan: Parks, Recreation and Open
Space Master Plan Element " are available in both the office of the City Secretary and
the Parks & Recreation Administration Office,
Section 3. The 2030 Comprehensive Plan: Parks, Recreation, and Open Space Master Plan
Element shall be implemented in accordance with the Administrative procedures of the 2030
Comprehensive Plan, consistent with state law and Unified Development Code notification and
procedures.
Section 4. All future ordinances of the City implementing elements of the 2030
Comprehensive Plan: Parks, Recreation, and Open Space Master Plan Element shall be in conformity
with the adopted 2030 Comprehensive Plan: Parks, Recreation, and Open Space Master Plan Element.
Section 5. All ordinances and resolutions, or parts of ordinances and resolutions, in
conflict with this Ordinance are hereby repealed, and are no longer of any force and effect.
Section 6. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be
severable.
Section 7. This ordinance shall become effective in accordance with the provisions of
the Charter of the City of Georgetown.
