HomeMy WebLinkAboutORD 2009-29 - Two Hour Parking Zoness a , � ► � 3 L WHEREAS, the west side of Church Street between 70t and 8th Streets and both sides of 9th Street between Main Street and Austin avenue, and the South side of 81h Street starting at the east curb line of Church Street to a point approximately 75 feet to the west have parking spaces on the perimeter of the existing 2 -hour parking zone, and WHEREAS, all -day parking on the perimeter spaces by focal employees has caused. hardship on businesses by eliminating turnover for customer parking., and WHEREAS, the business owners have requested the City extend the two-hour zone to include the parking at their locations, and WHEREAS, Council has directed staff to investigate and address 2 -hour parking zone requests on a case by case basis, and WHERAS, staff has surveyed the businesses in the vicinity of the proposed time - restricted parking to find the majority are in favor of limiting the parking time, and WHEREAS, this ordinance will aid the local businesses by limiting parking time to two hours in the vicinity of the local businesses, and WHEREAS, this ordinance, along with the installation of official signage in accordance with the 'Texas Manual on UniformTraffic Control Devices, will aid in the enforcement of these zones and prosecution of violators, Page NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, that. SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct, and are incorporated by reference herein and expressly= made a part hereof, as if copied verbatim, The City Council hereby finds that this ordinance implements Transportation Policy 12.0 of the Century Plan - Policy Plan Element, which states; "Georgetown's transportation system provides for the safe and efficient movement of traffic, promotes the economic interests of the community, and adequately serves the needs of individuals.' ; and further finds that the enactment of this ordinance is not inconsistent or in conflict with any other Century Plan Policies, as required by Section 2.033 of the Adnministrative Chapter of the Policy Plan. SECTION 2. The City Council of the City of Georgetown hereby establishes a two- hour zone on the west side of Church Street between T11 and P Streets and both sides of } Street between Main Street and .Austin. Avenue, and the south side of 81r Street starting at the east curb line of Church Street to a point approximately 75 feet to the west. SECTION 3. All ordinances and resolutions, or parts of ordinances and resolutions, in conflict with this Ordinance are hereby repealed, and are no longer of any force and effect. SECTION 4. If any provision of this ordinance or application thereof to any person or circamstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are hereby declared to be severable, SECTION 0, The Mayor is hereby authorized to sign this ordinance and the City Secretary to attest. This ordinance shall become effective and be in full farce and effect in (1.0) ten days on and after publication in accordance with the provisions of the Charter of the City of Georgetown.
