WHEREAS, The City of Georgetown established its current wastewater rates in April 2007, as
directed by a cost of service and rate design study for wastewater; and
WHEREAS,
The City of Georgetown
wishes to
implement rates that
fully recover the cost of
wastewater service
to each customer class to
make the
utility self-supporting;
and
WHEREAS, The current wastewater rates do not address the unique function of evaporative
cooling and its impact on the sewer calculation; and

SECTION 1. The facts and recitations contained in the preamble of this resolution are
hereby found and declared to be true and correct, and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim. The City Council hereby finds that this
ordinance complies with the Vision Statement of the City of Georgetown 2030 Comprehensive
Plan.

amended to read as follows:
A. Availability
This schedule applies to residential customers in single-family residences, or to residential
locations that have domestic use only and four individual dwelling units or less per water
meter. This schedule is not available to multi -family dwellings of more than four dwelling
units per water meter.

C. Residential customers may request a low-income sewer discount that is 20% below the
current Flat Rate for the Residential Service that is applicable.
1. Request for low-income discount must be made in writing.
2. To qualify for the discount, customer or a permanent resident in the household
must participate in the Medicaid Program and provide verifiable proof of that
participation, such as a Medicaid card or official documentation.
3. Requests for the low-income discount must be renewed annually.
D. Any customer receiving City water service and connected to the City sewer must pay the
sewer charges in this section. Any customer whose home is both vacant and under contract
to sell with a real estate agent may be exempt from paying for sewer service upon
application for exemption with the Utility Office. A copy of the Contract to Sell must be
provided to the Utility Office. Homes for sale by owner do not qualify for this exemption.
A. Availability
This schedule is available, by written request only, to non-residential consumers that have a
single water line to their location that is no larger than 314 inch; a single sewer line, no larger
than 4 inch; no more than 10 plumbing fixtures; and whose function, processes or product
does not utilize or require water. Requests for this rate classification must be made to the
City Manager, or his assigned agent, and approved by a City official.

A. Availability
This service applies to any location that includes a
residential food processing facility. It also applies to

C. The volumetric charges in this section are calculated using the actual water
consumption billed per month.
D. Locations suspected of discharging wastewater with a BOD greater than 250mg/I will be
tested by an independent laboratory, selected by the City.
a. Locations that demonstrate a BOD greater than 250 mg/I will be moved to the
High Strength Commercial Rate. It is the responsibility of the customer to
request further testing in order to be removed from this rate. Location must
demonstrate an acceptable BOD level for 3 consecutive months to be removed
from the rate. Customer is responsible for all costs associated with the collection
and testing of samples.
b. Locations not on the High Strength rate, whose tests reflect BOD of 250 mg/l or
less will remain in their current rate class and no collection and testing costs will
apply.
c. Locations whose tests reflect BOD of 1500 mg/I or higher will be placed on the
High Strength rate and, additionally, will be assessed a surcharge, as presented
in Section 13.24.020 of this Chapter. It is the responsibility of the customer to
request further testing in order to remove the surcharge. Location must
demonstrate a BOD of less than 1500 mg/I for 3 consecutive months in order to
have the surcharge removed. Customer is responsible for all costs associated
with the collection and testing of samples.
A. Availability
This schedule applies to non-residential customers at commercial or general service
locations with a wastewater service line 6 inches or smaller.

C. The volumetric charges in this section are calculated using the actual water consumption
billed per month.
A. Availability
This schedule is available to non-residential locations, with the exception of those qualifying
for a flat Small Commercial Sewer Rate, which have installed and are using qualifying
evaporative cooling equipment. The Utility Billing Department will determine if the equipment
qualifies based upon information to be supplied by the customer, including meter
configuration, usage history, engineering studies, and other factors.
B. To qualify
for a reduction of
the volumetric rate, an
evaporative system must have a
dedicated
makeup
meter that
measures no other
water
use.
C. The dedicated makeup meter may be a primary meter, or a submeter off a primary with
domestic use, which is certified by the Texas Water Utility Association (TWUA) and
meets all standards of accuracy and testing. .
D. Evaporative cooling system blowdown is subject to the High Strength Commercial Rate
and must be in compliance with City of Georgetown Code of Ordinances, Chapter
13.24. Industrial Waste Sewer Discharges. Removal from the High Strength Rate
requires testing by an independent laboratory, selected by the City, and must
demonstrate an acceptable BOD level for 3 consecutive months. Customer is
responsible for all costs associated with the collection and testing of samples.
E. An evaporative cooling system providing a qualifying, dedicated makeup meter is eligible
for a reduced volumetric rate.
a.The rate reduction is equal to the average system evaporation, documented by the
actual measured difference between makeup and blowdown, over no less than
three months, or by a calculation signed and sealed by a Licensed Professional
Engineer, less an amount equal to 2% of the average evaporation, which is
excluded from the rate calculation to compensate for unmetered blowdown, such
as flushing or processes used to control biofilm and scale.
b.Customers unable to provide required makeup and blowdown measurements or
sealed calculation may qualify for a reduction equal to 50% of the makeup meter
reading.

G. Customer may request that the City adjust their evaporative rate by providing updated
makeup and blowdown documentation, but no more than once annually.
H. City may require customer to provide updated makeup and blowdown documentation to
maintain a reduced evaporative cooling rate, if there have been changes to the
equipment or location that may alter the cooling equipments performance or load. City
may also request documentation verifying compliance with industrial waste discharge
regulations.
SECTION 3.
All
ordinances and resolutions,
or parts of ordinances and resolutions, in conflict
with this Ordinance
are
hereby repealed, and are no
longer of
any
force and
effect.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application
thereof, of this ordinance which can be given effect without the invalid provision or application, and to
this end the provisions of this ordinance are hereby declared to be severable.
SECTION 5. The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This ordinance shall become effective and be in full force on all billing on or after April 1, 20093
in accordance with the provisions of the Charter of the City of Georgetown.
