(Council Present: Ken Evans, Jack Noble, Sam Doug Smith, Clark Lyda Council Absent Pfiester, Charles "Noss" Burson, Llorente Navarrette Staff Present: __ Tom Yantis, Interim City Manager; Jim Briggs, Assistant City Manager for Utilities; Micki Rundell, Director of Finance and Administration; Amelia Sondgeroth, Chief of Development Support; Trish Carls, City Attorney; Sandra Lee, City Secretary; Shirley Rinn, Deputy City Secretary; Mike Stasny, Utility System Information Manager Called to order at 4xO2 • A Joint Workshop with the Youth Advisory Board to discuss programs for the year and plans for outreach to other organizations to expand participation in the YAB projects This workshop was deferred to January 21, 2002. C-2 Update from Staff and discussion regarding upcoming Boards and Commission rotations; schedules and methods for advertising, interviewing, and installation, and arrangements for any banquet in the Spring Shirley Rinn discussed the contents of notebooks provided to Councilmembers concerning boards and commissions and suggested that the banquet could be held at Southwestern on Friday, March 15. C-4 Discussion regarding issue of possible offer of donation of land for moving of Airport Pfiester said Jim Schwertner would donate land for the runways, but the land around the runways would be under Schwertner's conrol. Council asked that this item be put on a future agenda for Council to make a decision. 4:26 p.m. -- recessed to Executive Session 5:12 p.m. -- returned to Open Session B Del Webb Development Agreement Update -- Jim Briggs, Micki Rundell and Tom Yantis Yantis read a statement regarding the Service Improvement Program (SIP) fees paid by Del Webb, saying the fees are up to date, but home building has slowed to a rate lower than expected in the agreement signed in 1995. Carts outlined the 1995 agreement between the City and Del Webb Development and explained the City Council Meeting Minutes/January 7, 2002 Page 1 of 3 Pages components of the SIP fees based on the original Concept Plan in 1995. She noted that the agreement has been amended six times, most significantly in 1999, when land for an additional 1,000 homes was added. She explained that the demand for potable water continued to increase. Yantis explained the tables included in the packet provided to Council. Rundell explained the rate -making structure for water and wastewater, explaining the percentage of the fee that would go to debt service for the infrastructure. Briggs explained the projected/actual cost comparison and the traffic impact assessment improvement schedule provided in the packet. There was discussion. Yantis and Rundell explained the Annual Revenue/Expense Comparison, saying cash funding helped to save interest. 6:07 p.m. -- recessed to Executive Session Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. Review/revise workshop schedule There was discussion about potential workshops with TxDOT, GISD School Board, and regarding alcoholic beverages. 2. Update from Staff and discussion regarding upcoming Boards and Commission rotations; schedules and methods for advertising, interviewing, and installation, and arrangements for any banquet in the Spring This discussion was held at the beginning of the agenda. 3. Discussion of Library Board request for committee to review potential for future bond election Mayor said Council doesn't have the authority to appoint such a committee, but suggested that the Friends of the Library might appoint a committee to do the research 4. Discussion regarding issue of possible offer of donation of land for moving of Airport This discussion was held at the beginning of the agenda following Item C-2. City Manager's Report - Questions regarding the City Budget Guide Mayor asked questions about the Budget Guide regarding the "planned closure of the Williams Drive Pool;" and the intended improvements to Hutto Road. - Cox Cable: Status of franchise/contract negotiations and issues of poor replay of Council Meeting tapes Carls said she sent the proposed agreement to Cox but has not heard back from them. There was discussion regarding the poor replay of the Council Meeting tapes. - Status of Public Information Officer (PIO) position/process Yantis said the position was re -posted, 29 applications received thus far, and the position closes on January 11, 2002. - Update on Fire Station No. 2 Yantis said the station has been closed since November. He said more mold was found behind sheetrock, has been abated and awaiting the re -test.
