Council Present: I Council Absent: Llorente Navarrette, Clark Lyda, Doug All Council present Smith, Jack Noble, Sam Pfiester, Charles "Hoss" Burson, Ken Evans Called to • •er at 4:01 • A Joint Workshop with Main Street Advisory Board regarding update on plans for the Poppy Festival Co -Chair of the Promotions Subcommittee, Glenda Overfelt, reported that plans are going well. She distributed information, including a schedule of events and list of sponsors. She said the theme will be "Love America." She asked Council for assistance from the Convention and Visitors Bureau and Economic Development staff. She said the committee of volunteers is working very well. There was discussion about the billboard sponsored by Downtown Georgetown Association and whether it can be used to advertise the Red Poppy Festival. B Discussion concerning fee waiver requests -- Tom Yantis Yantis noted that Council has a policy not to grant any development fee waivers. He said staff is working on the impact fee ordinance to make sure there is no conflicting language. He asked Council for direction regarding fees other than for development services. Kersch asked for information showing which fees are currently being waived. He said he is only aware of one waiver that has occurred since the start of the new budget year. Carls told Council that as long as the rules are clear and applied equally to everyone, no issues should arise. C Council Housekeeping Workshop 1. Presentation and discussion regarding status report from Charter Review Committee, including issues related to timeline and budget. Bain reported on the activities of the Committee saying the final draft form should be ready to send to Council in about a month. He said he thinks the issue can go to the voters in September or November. He said the Committee has been meeting every week since January. City Council Meeting Minutes/February 11, 2002 Page 1 of 3 Pages 2. Update on uniform code revision and process Sondgeroth gave Council a copy of the new development code schedule. Lyda said he would prefer to handle this item on the Tuesday agenda. 3. Redistricting update on process, schedule Sandra Lee reported that Alan Bojorquez of Bickerstaff, Heath is planning to send the submission the Department of Justice following the adoption of the ordinance on second reading. 4. Del Webb amendment issues Yantis noted that staff will be meeting with Del Webb next week. Kersch asked that there be a presentation at the February 26 Council next week. Meeting on the results of the meeting with Del Webb. 5. Discussion of timetable, process regarding filling City Manager position Yantis noted that Council had adopted the timetable at the last Council Meeting. Kersch asked for an update on the process. Yantis said the profile should be ready for Council review next week. 6. Review/revise workshop schedule and council calendar Kersch asked staff to find out when Council could meet with the School Board and Texas Department of Transportation. 7. Review arrangements for Boards and Commissions Banquet Kersch announced that Renee Hanson and JoAnn Ford will speak about being volunteers in Georgetown at the banquet on March 15 at Southwestern D Comments from the dais regarding the following items: 1. Discussion of Upcoming Workshops - GISD Workshop Mayor asked Navarrette to communicate with the School Board regarding setting a joint workshop with Council. - TXDoT Workshop Lee reported that Briggs had said that TXDoT requested a joint meeting with the new 4B and the Council. Mayor said she would prefer that only Council meet with TXDoT regarding the Austin Avenue projects. - Chamber of Commerce Workshop Mayor asked Yantis to contact the Chamber regarding a workshop. - Schedule of Boards and Commissions Joint Workshops with Council March 11, 2002 -Planning and Zoning; April 8, 2002 -Parks and Recreation; May 13 -Airport; June 10 - Housing; July 8 - Library; August 12 - Historic Architectural Review Comission; September 9 - Convenntion and Visitors Bureau; October 7 - Building Standards; November 11 - Board of Adjustment; December 9 - Main Street Advisory Board; January 13, 2003 - Georgetown Transportation Enhancement Corporation; February 10, 2002 - Georgetown Utility System Advisory Board; March 10, 2002 - Youth Advisory Board; April 14, 2002 - Economic Development Commission; May 12 - Planning and Zoning Commission 2. Brown and Briggs can cover. 3. City Manager Report - Status of PIO position/process Yantis reported that four people were interviewed on Friday. He said two or three will be brought back for second interviews.
