B Council Housekeeping Workshop 1 Discussion regarding Recount held on February 19, 2002 2. Review/revise workshop schedule and council calendar. Kersch suggested that staff updates be provided regarding: Dei Webb agreement amendment, sales tax, deregulation, automated meter reading, special events ordinance, and City Hall renovations. She asked that workshops be held regarding: Council policies, Fire Department OSHA requirement, and unified development code adoption. Lyda asked for workshops on the merits of a public safety commission and on Austin Avenue improvements. 3. Establish date and format for orientation of boards, commissions. Kersch noted that an orientation would be held on Thursday, March 7 in the Council Chamber that would involve discussion regarding the structure of city government, the authority of the various boards and commissions, the charge to each board/commission, bylaws, Council policies and procedures, ethics, and Open Meetings Act. It was noted that the new board members would be sworn in and would gather at that meeting with their liaisons for specific information pertaining to their board/commission. 4. Discuss whether to hold Council Meetings on Monday, May 27 and Tuesday, May 28, due to Memorial Day Holiday It was generally decided that the new Council would determine whether to meet. 5. Review with City Attorney of all legal activities related to outside counsel and related to boards and commissions Kersch suggested that City Attorney be the "conduit' through which all legal assignments are City Council Meeting Minutes/February 25, 2002 Page 1 of 3 Pages coordinated. Carls explained her activities with outside counsel. She suggested developing guidelines for outside counsel. Kersch also suggested City Attorney attend the HARC meetings. C Comments from the dais regarding the following items: 1. Discussion of Upcoming Workshops - GISD Navarrette offered to follow up with School Board President Jerry Graham. - TXDoT Kersch will send a letter asking them to meet with Council. - Chamber of Commerce Kersch will send a letter asking them to meet with Council. - Schedule of Boards and Commissions Joint Workshops with Council April 8, 2002 - Parks and Recreation; May 13 - Airport; June 10 - Housing; July 8 - Library; August 12 - Historic Architectural Review Comission; September 9 - Convenntion and Visitors Bureau; October 7 - Building Standards; November 11 - Board of Adjustment; December 9 - Main Street Advisory Board; January 13, 2003 - Georgetown Transportation Enhancement Corporation; February 10, 2003 - Georgetown Utility System Advisory Board; March 10, 2003 - Youth Advisory Board; April 14, 2003 - Economic Development Commission; May 12, 2003 - Planning and Zoning Commission 2. Council Calendar - Regular Council Workshop and Meeting on Tuesday, February 26, 2002 - Council Workshop and Executive Session on Monday, March 11, 2002 - Regular Council Workshop and Meeting on Tuesday, March 12 2002 3. City Manager's Report - Status of PIO, City Manager positon/process Yantis reported that second interviews for PIO were held last Thursday, with an offer to be made this week. He reported that the City Manager process is on schedule, saying a profile should be ready this week. - Possible steps to improve administrative services to boards, etc. (From interview process) Kersch said there were people on several boards who commented they were not getting their meeting notices in a timely manner and packets were delivered to incorrect address. Yantis said the City will hold an internal workshop with all board liaisons and a board calendar will be put on the web site for board liaisons to update. - Police Department Customer Service Initiative Yantis explained to Council that a new program has been initiated at the Police Department whereby a percentage of people involved in police interactions will be called in order to receive feedback on the way the incident was handled. He said other ways to receive customer service feedback are being devised, such as forms to be filled out and turned in. A Joint Workshop with the Planning and Zoning Commission to discuss future land use plan -- Ed Polasek and Amelia Sondgeroth Planning and Zoning Commissioners Aadnessen, Seamens, McDonald, Herbert, and Sansing met with Council. Sondgeroth introduced Dan Sefco of Dunkin-Sefco and Associates, Inc. who spoke to Council and answered questions. Sondgeroth explained the process that would be followed at the Town Hall Meeting. There was discussion regarding the proposed land use and thoroughfare maps.
