Council Present: Clark Lyda, Doug Smith, Burson, Jack Noble Charles °'Noss'° Council Absent: Llorente Navarrette, Sam Pfiester, Ken Evans Staff Present: Tom Yantis, Acting City Manager; Trish Carls, City Attorney; Sandra Lee, City Secretary; Randy Morrow, Director of Parks and Recreation; Amelia Sondgeroth, Chief' of Development Support; Terry Jones, Purchasing Director Called to order at 4:00 p.m. A Joint Workshop with Parks and Recreation Board regarding the Parks Master Plan and Parkland Dedication Council met with Parks Board Chair, John Philpott, and members, Doug Blackard and Jean Houck to discuss the Master Plan. Philpott told Council they will need, before July, $15,000 for the appraisal of the property, and the grant application submissions for the LCRA and Texas Parks & Wildlife grants. B Review of public input process for the Public Draft of the proposed Unified Development Code -- Amelia Sondgeroth Sondgeroth reviewed the schedule for public input and outlined the "major steps" for future review and input. She spoke about future technical workshops to be sponsored by the Planning and Zoning Commission, saying it has been planned that this would be an orderly and systematic process. Kersch thanked Sondgeroth for her extra efforts to receive public input. C Presentation of City Hall Renovations by Brinkley -Sargent Architects Dwayne Brinkley of Brinkley -Sargent Architects displayed elevations of the proposed City Hall exterior for Council's consideration. D Council Housekeeping Workshop 1. Review/revise workshop schedule and council calendar 2. County Jail Expansion "No Parking" Issues Yantis explained that there has been a problem expressed regarding the new "no parking" signs. He said one possible solution would be permits. Rev. Cyril Semple, pastor of Wesley Chapel AME Church in Georgetown, noted that there are "no parking" signs surrounding his church, and he explained that at certain times, such as funerals, the members need to be able to park around the church where the "no parking" signs have been placed. Kersch suggested granting a permit to Rev. Semple which he could pass along to those people who might need to park there. E Comments from the dais regarding the following items: 1. Discussion of Upcoming Workshops - GISD Workshop - Agenda for Workshop with Chamber of Commerce It was suggested that the topic to be posted on the agenda should be "Presentation from Chamber regarding their Economic Development Program and their strategies for cooperative effort with Council." - Schedule of Boards and Commissions Joint Workshops with Council May 13 - Airport; June 10 - Housing; July 8 - Library; August 12 - Historic Architectural Review Comission; September 9 - Convention and Visitors Bureau; October 7 - Building Standards; November 11 - Board of Adjustment; December 9 - Main Street Advisory Board; January 13, 2003 - Georgetown Transportation Enhancement Corporation; February 10 - Georgetown Utility System Advisory Board; March 10 - Youth Advisory Board; April 14 - Economic Development Commission; May 12 - Planning and Zoning Commission 2. City Manager's Report Poppy Festival Yantis told Council an estimated 17,500 people attended the festival over the two days. He said the Platters Concert was canceled due to the rain, but the Gospel Jamboree held at the Palace Theatre was a sell-out.
