Council Present: Council Absent: Llorente Navarrette, Gabe Sansing, Doug Smith, Ken Evans Jack Noble, Sam Pfiester, Farley Snell Staff Present: Tom Yantis, Interim City Manager; Trish Carls, City Attorney; Sandra Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Laurie Brewer, Controller; Keith Hutchinson, Public Information Officer '♦ Ems' - •r, ', ♦ •r Called to order at 4:01 p.m. A Update on Budget Process -- Micki Rundell Rundell reported on the revenue shortfall. Through a slide presentation, Rundell demonstrated the estimated revenue shortfall is $587,887. She reviewed the Scenario "H" and budgetary policy adopted last year. She reviewed the policy statements. Yantis recapped last year's Council budget priorities. He reviewed the key findings of the Quality of Life Suvey of November, 2001, and listed major divisional priorities. Jim Brown, 117 Randolph Road, told Council that he hopes they will not increase the effective tax rate. He asked that there be no increase in utility rates besides what is necessary to buy new water and pay the debt service on the new plant. He asked them not to issue any new debt that is not voted on by the citizens. He warned about "discretionary spending," saying everything should be discretionary. B Setting Priorities for the 2002/03 Budget -- Micki Rundell The following items were put forward by the Council: Public safety staff compensation and two -in, two -out rule; promotion of tourism and effective outreach; adherence to "Scenario H;" possible 1/4 cent sales tax for street repair; more polling places; affordable and low-income housing; stormwater retnention; implementation of the Unified Development Code; staffing issues regarding parks maintenance; update of Century Plan regarding Airport; economic development in order to increase the tax base; ethnicity of public safety staff reflective of citizenry. There was discussion regarding the process to be followed to develop strategies to meet the priorities. Yantis told Council that staff would bring back some options, including a balanced budget on August 1. He said Council is to begin deliberating the budget on Monday, August 5, at noon. C Council Housekeeping 1. Discussion regarding location of Council Meetings beginning in September, 2002, due to building renovations Keith Hutchinson asked Council for their opinion of a draft schedule provided in the packet. There was discussion regarding possible confusion in moving the Council Meetings to different locations.
