Called to order at 4:02 p.m.
A Joint Workshop with Library Advisory Board to discuss the Library long-range plan -- Judy Parks, Chair of
the Library Advisory Board and Mayor Gary Nelon
The following members of the Library Board were in attendance: Judy Parks, Chair; Dorothy Hagan, Ema
Fielder, Zora Evans, Gerald Carson, Jerry Sensabaugh and Judy Griffith, along with Library Services
Director Eric Lashley
Judy Parks told Council about the number of meetings that have taken place regarding preparation of the
Library Long -Range Plan. Library Services Director Eric Lashley explained that there have been two other
long-range plans in the past and this long-range plan was started prior to the bond failure. He said, at this
point, the plan has been revised to accomodate the expected budget difficulties. He outlined the
information contained in the Plan, explaining that the Plan is divided into six major goals. It was discussed
that the Library expansion is an integral part of the City's facilities plan. Council generally agreed to have
the Library added as an element to the City's Century Plan.

The following members of the Charter Review Committee were in attendance: Lee Bain, Chair, Mary
Walker -Chyle, Bill Shanhouse, Renee Hanson, and Carl Doering, along with Shirley Rinn as City Staff
Liaison to the Board. Bain told Council that the Committee had worked on language clean-up,
recommendations from bond counsel, attorney review recommendations, Council and staff
recommendations. He highlighted some of the proposed revisions, such as: renaming councilmembers as
district representatives; requiring four affirmative votes from the Council to pass legislation; revising
personnel policy Sec. 2.16; revising recall requirements; revising budget amendments Sec. 6.04; rewording
audit provisions in Sec. 6.12, changing franchise terms from 20 to 10 years in Sec. 8.03; specifying
provisions for removal from office in Sec. 9.05; requiring regular charter reviews every 3 years in Sec. 9.15;
removing the original Sec. 9.15 and Sec. 9.17, renumbering remaining sections, making reference to
Council's ability to make decisions regarding alcoholic beverage sales as Sec. 9.18, and adding Sec. 9.19
Disaster clause. Renee Hanson noted the change of the Planning and Zoning Commission as not just
advisory but having quasi-judicial decision-making power. She mentioned that they also revised the way

the City hires the city manager and noted that in Sec. 1. 10, the Planning and Zoning Commission needs to
be composed of people with experience in real estate, building, etc. She said the Committee is suggesting
that the period of time that a person removed from office shall not be allowed to serve be changed from four
to two, as to how many years before the person can be re-elected.

C Discussion regarding City long-range facilities and presentation by Brinkley -Sargent Architects regarding
renovations to the City Council Chamber/Municipal Court -- Terry Jones and Micki Rundell
Dwayne Brinkley told Council that he is about a month away from the final design of the City Hall project.
With a slide presentation, he displayed for Council the proposed renovations. There was discussion.
Sansing asked and Brinkley responded that the exterior facade will cost approximately $350,000.
Yantis
explained
the history of the City's long-range
facilities plan, highlighting the current and future needs,
asking
Council
to
consider
how
the needs
would
be
funded.
D Council Housekeeping
- Discussion regarding a joint gathering of members of the City Council, Williamson County Commissioners,
Southwestern University, Georgetown School Board and Chamber of Commerce -- Gabe Sansing
Sansing explained his desire to hold a gathering to talk about economic development issues and combine
that with introducing the community to the new City Manager. There was discussion that it would be a good
idea but would be difficult to get all the entities together toward the same goal without a facilitator. Mayor
Nelon suggested talking to Dr. Jake Schrum, President of Southwestern University, regarding this
gathering.
