Called to order at 4:00 p.m.
A Applicant presentations and discussion of Community/Social Services Funding Applications for FY'03
Council heard from Don Hill of CARTS; Beverly Robison, Caring Place; Dr. JoAnn Ford and Jack Hunnicutt
of the Georgetown Community Clinic; Ken Poteete for the Georgetown Healthcare System regarding the
lease for the Central Texas Treatment Center (CTTC); Eileen Hegar of Georgetown Information and
Volunteer Exchange (GIVE); Barbara Pearce for the Georgetown Project; Bill Talley of Georgetown
Sertoma Club; Harold Steadman of Habitat for Humanity; Pat Schneider of Stonehaven Senior Center;
Robert Howard of WBCO for the Senior Nutrition Program and Meals on Wheels; Karen Wilson, Director of
the Williamson County & Cities Health District to give explanation (Yantis pointed out that the contribution of
$49,500 to the County & Cities Health District is being considered in the base budget); and Theresa Bullard
of Williamson County Crisis Center.
Yantis noted that there is an action item on the agenda for tomorrow night for Council to direct staff as to
the total overall dollar amount to be included in the budget. He informed the audience that letters would be
sent to the applicants to inform them of the Council's decisions as to who and how much will be funded.
Smith suggested that the action item tomorrow evening include the amounts to be funded to each entity.

B Presentation by David Vela from the State Comptroller's Office regarding H.B. 445, which authorizes Texas
municipalities to levy an additional 0.25 percent sales and use tax to support street repairs and
maintenance
Vela gave a brief overview of H.B. 445 and explained that one full quarter of the year must pass between
the time the tax is approved by the voters and the time the vendors may begin collecting the tax. He noted
that the funds would need to be tracked separately because they are restricted to very limited use. He said
the funds collected at this election could be collected for four years without a continuing election. Optional
reasons for additional sales tax increases were discussed, such as for economic development, to lower the
property tax, for sports venues, or for other taxing entities.

C Council Ethics Training
City Attorney Trish Carls conducted an ethics overview. She reviewed the information provided to the
Councilmembers for their education regarding conflict of interest, nepotism, dual office holding, provisions
in the penal code regarding public servants, open meetings, and open records.
