HomeMy WebLinkAboutMIN 07.22.2002 CC-WThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor Mayor Pro Tem Doug Smith presiding. Council Present: Council Absent. Gabe Sansing, Doug Smith, Jack Noble, Sam Mayor Gary Nelon, Farley Snell, Llorente Pfiester, Ken Evans Navarrette Staff Present. Tom Yantis, Interim City Manager; Trish Carls, City Attorney; Sandra Lee, City Secretary; Anthony Lincoln, Fire Chief; David Morgan, Police Chief; Micki Rundell, Director of Finance and Administration; Amelia Sondgeroth, Director of Development Services; Ed Polasek, Chief Long -Range Planner; Chris Bryce, GIS Analyst Called to order at 4:05 p.m. A Joint Workshop with the Public Safety Advisory Board to review historical data that relates to Fire and Police Departments, discuss problems facing the two departments, review recommendations from the Board and discuss proposed changes to the Board By -Laws -- Ken Fuller, Chair, Mayor Pro Tem Doug Smith and Mayor Gary Nelon Fuller explained the analysis done by the Board regarding the services provided by the Police and Fire Departments and the issues regarding those services. Human Resources Director Carla Bourland introduced consultant, Kevin Russell of the Waters Consulting Group, who reviewed the results of the Texas Municipal League Survey done on police and fire compensation in Austin, Round Rock, Cedar Park and San Marcos. He told Council that Georgetown is paying the police department at a rate of 61 % of the market and paying the fire department at 77% of the market. He gave Council recommendations, including a "step" system of salary increases, and a suggested pay policy. Yantis explained the suggested pay policy, saying 2% raises would be given to all employees and that would bring police to 75% and fire to 93% of market. Yantis said this plan was proposed to the police and fire employees in a meeting prior to the workshop. There was discussion regarding pay for performance. Smith asked Fuller to explain the proposed changes to the Board By -Laws. Fuller explained that the Board feels that the ordinance that established the Public Safety Advisory Board is too focused and the scope of the authority of the Board needs to be broader. B Presentation and discussion on revisions to the Fiscal and Budgetary Policy for the 2002/03 budget cycle -- Micki Rundell, Director of Finance and Administration Rundell distributed copies of the policy to the Council and presented an overview. She noted that policy compliance means current revenues must fund on-going expenses, eliminating General Fund dependence on "What it takes to balance" (WTTB) transfers by 2003/04. There were questions and discussion. C Geographic Information System (GIS) Plan -- Chris Bryce, GIS Analyst and Amelia Sondgeroth, Director of Development Services City Council Meeting Minutes/July 22, 2002 Page 1 of 3 Pages Sondgeroth noted to Council that staff had requested and received in last year's budget approximately $110,000 for the GIS Program. She said the GIS Consultant and the GIS staff person have been hired, the aerial photography is almost complete, and the Land Use Map has been very valuable in the Unified Development Code process. She said it took approximately 300 man hours to create the Zoning Map. She emphasized that the plan needs to be ongoing in order to work efficiently. She introduced Chris Bryce who gave a presentation on the history and current implementation of the GIS Plan. There were questions and discussion. D Council Housekeeping - Discussion regarding Council e-mail accounts Yantis encouraged Council to use City -sponsored e-mail accounts. Webmaster Shelly Cameron, System Administrator Patty Pearson, and Public Information Officer Keith Hutchinson demonstrated the program to Council.
