Council Present: Council Absent: Gabe Sansing, Jack Noble, Sam Pfiester, Farley Llorente Navarrette, Doug Smith, Ken Evans Snell Staff Present: Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Trish Carls, City Attorney; Sandra Lee, City Secretary; David Morgan, Police Chief; A­111nthony Lincoln, Fire Chief; Carla Bourland, Human Resources Director Called to order at 4:04 p.m. A Discussion regarding Public Safety Compensation -- Tom Yantis, Assistant City Manager City Manager Paul Brandenburg explained existing problems with the City Public Safety compensation program and asked Council for input and questions. Human Resources Director Carla Bourland explained the market area from which the data was gathered. There was discussion as to how the Georgetown compensation compares with that of surrounding cities. Sansing suggested that the public safety employees in attendance give their opinions. Regarding the good quality of life in Georgetown, Assistant Police Chief Kevin Stofle said employees could continue to live in Georgetown for the quality of life, but work at a surrounding city because they would be provided vehicles to drive home and back to work each day. Pfiester suggested there should be a strategic plan involving three goals: (1) compensation, including step program or "pay for performance" or a "cross breed;" definition of market; a target percentage with phasing; priority between compensation, staffing levels, equipment and all other considerations such as how much more staffing over what period of time; (2) resources, such as cars and equipment; and what are the strategies for public safety based on what issues are important --prioritization of safety issues; and (3) timing --right now or phased in over five years. Bourland explained the contents of the notebook provided by Chiefs Morgan and Lincoln. Yantis explained the recommendations listed under Tab 4. There was discussion regarding the predicted amount of time to spend in bringing the compensation forward. There was further discussion. Snell suggested that the Public Safety Advisory Board take a look at staff's final proposal prior to it being presented to Council. Yantis noted that the Public Safety Advisory Board has endorsed Option D, the plan that called for a three -tiered approach to compensation, which was the seniority -based, the performance plan, and the incentive pay. He said he thinks the Board, therefore, has given Council their recommendation which is to fund a program that has those three elements and fund it to as high a percentage to market as possible. It was determined that the final proposal would be presented to the Board before being presented to Council. Board Chair Ken Fuller noted that he had prepared a City Council Meeting Minutes/September 9, 2002 Page 1 of 2 Pages recommendation that asks that a strategy be devised as a goal. Sansing asked how the civil service vote would effect the proposed method of compensation. Lincoln said civil service will affect the way the Fire Department does business, but should not affect the decision by the Council as to how much will be provided for compensation.
