Compensation Plan
Brandenburg recalled that the direction from Council at the last workshop had been to get Police and Fire
salaries at 90% of market, also look at a 2% and 2.5% increases, with Austin in and out of the market. He
explained a spread sheet provided by Human Resources Director, Carla Bourland, and explained the staff
recommendations for the next three years, saying all of the figures comply with Budget Scenario H. There
was discussion regarding "freezing the salaries" of the few employees who have already attained the level
of the "step." It was noted that the "step" is 2% a year for 18 years which is common in surrounding cities.
It was also noted that Civil Service will not change the figures. There was discussion regarding merit and
incentive pay. It was noted that police and fire employees will participate in the $150,000 budgeted for
merit increases for all city employees. Staff was commended for creating the plan.
