Prior to the Workshop, it was necessary for Council to convene in Regular Session to canvass the results of the
Election.

B Consideration of approval of an ordinance canvassing the votes for the November 5, 2002 Special
Election and declaring the election results to be official --Emergency Reading -- Sandra Lee
This item was considered following Workshop Item C.
Policy Development/Review Workshop
C Presentation of potential CARTS transit options -- Ed Polasek, Chief Long -Range Planner and
Amelia Sondgeroth, Director of Development Services
Dave Marsh, Executive Director of CARTS, introduced Paul Halpin and Marge Tripp of CARTS,
and told Council the purpose of the presentation this evening is to report to the public. He said
there have been and will continue to be various public hearings regarding CARTS throughout the
County. He introduced CARTS Consultant, Ken Hozen, of KFH Group. Hozen introduced Keith
Hall and Julie Morrisson of KFH. Hozen spoke to Council about a five-year study throughout the
County (except for Round Rock and Leander) to determine demographics and travel patterns
from which local and regional service requirements have been derived. He said Georgetown is

ready for small fixed route service with door-to-door for the disabled. He noted that all vehicles
must be handicapped -accessible. He described two proposed options for Georgetown with three
buses circulating throughout town and coordinating schedules with service to Round Rock and
Austin.
Noble asked about funding and Marsh responded that it is estimated that Federal and State
money would provide 75% of the operating costs with 25% coming from local participation. Smith
asked about demand. Hozen responded that the program would start out slow at first, using vans,
then graduate to buses. He predicted a draft plan would be ready by mid-December.

B Consideration of approval of an ordinance canvassing the votes for the November 5, 2002 Special
Election and declaring the election results to be official --Emergency Reading -- Sandra Lee
The canvassing team reported that the figures were found to be correct. Pfiester read only the
caption of the ordinance, due to the fact that the Charter requirements were satisfied. Motion by
Pfiester, second by Evans to approve Ordinance No. 2002-67 on emergency reading. Approved
5-0. (Navarrette and Snell absent)

D Discussion regarding the implementation of an Annexation Policy for the City of Georgetown --
Paul Brandenburg, City Manager
Brandenburg reviewed the information in the agenda packet . There was discussion regarding cost benefit
vs. "good of the community for the long-term" approaches to annexation. Jon Roberts of TIP Strategies
spoke about preparing a model to display cost benefits based on land use. It was discussed that a good
"next step" would be to meet with the Brazos River Authority and Lower Colorado River Authority regarding
regional wastewater treatment.
