Council Present: Council Absent: Llorente Navarrette, Gabe Sansing, Doug Smith, All Councilmembers present Jack Noble, Sam Pfiester, Farley Snell, Ken Evans Staff Present: Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Trish Carls, City Attorney; Sandra Lee, City Secretary; Amelia Sondgeroth, Director of Development Services; Micki Rundell, Director of Finance and Administration; Laurie Brewer, Controller Called to order at 4:00 p.m. A Joint Workshop with the Main Street Advisory Board Regarding Creation of a Tax Increment Finance District for Downtown Georgetown -- Patty Eason, Chair and Mayor Gary Nelon Patty Eason told Council that the Main Street Advisory Board is seeking approval to work on a way to finance public improvements for the downtown area, working with other organizations in Williamson County. She introduced Virginia Stubbs, Bryant Boyd, and Ellie Skross and turned the meeting over to Stubbs and Boyd. Stubbs recalled to Council that the report from ERA has been received, along with the design guidelines, and a recommendation is expected soon from Nore Winter. She said the Main Street Advisory Board believes that a Tax Increment Finance District {TIF} is the "way to go." Boyd asked Council to consider what the Advisory Board believes is a "win-win" situation to create a method to improve downtown. He said other successful cities have used TIF's to fund amenities such as underground utilities, a parking garage, sidewalks, signage, etc. The Board recommended that the TIF stay within the downtown business district or historic district boundaries. There was discussion regarding the financing structure of the "increment," and the effect of the TIF District on the City's credit rating. There was general consensus of agreement regarding this method of financing downtown improvements. B Discussion of the Del Webb Development Agreement -- Mayor Gary Nelon Nelon explained that the Del Webb management team had requested a meeting and that Nelon, Noble and staff had met on Saturday morning. He said there was general agreement regarding the amounts, but discussion regarding how the money will be paid. He said there was good will towards seeking a solution and drafts of the 7th amendment will continue to circulate and negotiations will continue. He said Del Webb is working on a new proposal for Council's consideration, with a deadline of December 31 in the demand letter from the City. C Annual Review of the City's Investment Policy and review of the preliminary year-end fund balances -- Micki Rundell, Director of Finance and Administration City Council Meeting Minutes/December 9, 2002 Page 1 of 2 Pages Rundell explained the handouts provided in the Council packet regarding the year-end fund balances. She reported that the balances ended better than expected, but lower than budgeted. She said General Fund expenditures were slightly lower than projected, and noted that there would be budget amendments on the agenda tomorrow night for additional revenues received and spent. She said excessive revenues from the electrical fund were used to right off bad debt from uncollected utility payments. She also explained the City's Investment Policy, highlighting the objectives.
