Policy Development/Review Workshop -- Call to order at 4:00 p.m.
A Review of generic by-laws for City Boards and Commissions and discussion of possible restructuring,
merging, eliminating some boards -- MaryEllen Kersch
Mayor and Council discussed a concern that the City of Georgetown has to many Boards and Commissions
and that there may be a need to be downsized and/or combine a number of boards and/or commissions.
They additionally discussed the need to have standardized bylaws for each of the boards and commissions.
Renee Hanson addressed council regarding the Downtown Business District Design Guidelines. She
wanted to know whether the guidelines would include the entire Downtown District or only the Historic
District. She also asked the council to give direction regarding implementation of the design guidelines
once they are completed.
The Mayor and Council also discussed several options regarding the possibility of combining all boards that
relate to the downtown district, as well as the possibility of creating a downtown PID. The council also
discussed which of the City's Boards are required by statutory law and which ones were required by the
City's charter.
Council indicated that it
would like to
wait for the reports from
the downtown consultants prior to making any
decisions regarding the
combination
and/or downsizing of
the
Downtown
Boards
and
Commissions.
The Mayor and Council also discussed procedures for placing items on Board and Commission agendas.
Eric Lashley asked council if it would appoint someone to attend all of the State Library Meetings.
Cathy Riedel discussed with Council Board and Commission ordinances that need to be amended, as well

as the need to adopt enabling ordinances for the Economic Development Commission, the Parks &
Recreation Board and the Youth Advisory Board.
The Mayor and Council went on to discuss the process for nominations for its 2001 vacancies on its Boards
and Commissions.
B Discussion of supervision issues regarding Council -appointed officials -- MaryEllen Kersch
Mayor and Council discussed the evaluation process for council -appointed officials. The Mayor proposed
that an item be added to each executive session regarding evaluations of council appointed staff. She
indicated that she would like to see feedback from those appointees on a more regular basis. There was
further discussion regarding the need to obtain a report from the Municipal Judge on a quarterly basis.
