Policy Development/Review Workshop= called to order at 4:05 p.m.
A Review of by-laws for Council Boards and Commissions and discussion of possible restructuring,
merging, eliminating some boards; discussion of possible new, and/or alterations to, "enacting" ordinances
and/or changes for boards, commissions -- MaryEllen Kersch
Mayor and Council reviewed proposed changes in the by-laws and ordinances.

Russell discussed some of the workload issues and reminded Council of the conflict between operational
and strategic issues that staff is dealing with at this time. He referred to the Master Projects flow chart that
he provided on the dais. He asked that Council provide him with feedback of priorities at a future meeting.
Yantis, Rundell, and Briggs gave Council an overview of their areas on the flow chart.
C Presentation and Discussion on Performance Planning - Micki Rundell
Steve Morgan and Phil Flora spoke to Council about a proposal to work with the Council regarding policy
goals, performance goals, and performance measures for the annual operating plan.
