Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Jim Briggs, Director of Community -Owned Utilities; Pablo Holquin, Director of Organizational Services; Gary Martin, Deputy City Attorney; William Adams, Water/Wastewater Superintendent; Don Ward, Systems Engineering Manager; Laurie Brewer, Comptroller; Lori Lankford, Staff Accountant, Leticia Zavala, Staff Accountant; Danella Elliott, Finance Administrative Assistant; Cathy Riedel, Assistant City Attorney '• �- •• - •• •s Called to order at 4:00 p.m. A Discussion of the Comprehensive Annual Financial Report (CAFR) for Fiscal Year Ended September 30, 2000 -- Laurie Brewer and Micki Rundell Rundell introduced Don Ashmore of Davis, Kinard, who told Council they had found "no findings" regarding the CAFR. He went on to explain changes in the GASB Reporting Standards, including the method of reporting ad valorem taxes and departmentalized reporting of expenditures and revenue to reflect the net funds. B Discussion regarding the proposal from the Chisholm Trail Special Utility District to convert to a Water Control Improvement District -- William Adams and Jim Briggs Briggs displayed a map showing Council three options regarding a possible agreement with the Chisholm Trail Special Utility District to purchase part of their service area. Contract Attorney Kerry Russell was asked to explain the situation regarding approval/non-approval of the Water Control Improvement District. C Council development of goals, objectives, and method of self-evaulation -- MaryEllen Kersch City Council Meeting Minutes/February 26, 2001 Page 1 of 2 Pages Kersch asked Council to examine the copies of the TML Handbook provided in their packet and spoke to them about establishing goals by which measurements can be made. She asked each Councilmember to list their four top goals for the City. There was discussion regarding objectives to support goals.
