Duncan of Duncan Associates who noted that they are joined in this effort by Wilbur Smith Associates, McDonald Associates, Winter and Company, and Economic Stewardship. He introduced the members of Duncan Associates, and Lee Einsweiler gave Council an overview of their proposal. He suggested a six-month timeline that will produce a document that explains the inadequacies of the current development ordinances and what can be done to repair them. B Discussion of election methods and census data for the City of Georgetown -- Marianne Banks Deputy City Attorney Gary Martin introduced Dr. Robert Brischetto of Social Research Services, Inc. Brischetto explained Limited Voting, Cumulative Voting, and Preference Voting C Comments from the dais regarding the following items: 1. Discussion of Upcoming workshops - Requirements for connectivity of roads - Joint Meeting with the Economic Development Commission - Joint Meeting with Airport Advisory Board - Joint Meeting with GISD School Board City Council Meeting Minutes/March 26, 2001 Page 1 of 3 Pages . Inventory/enumeration of dollars/benefits to non -city entities (non -profits, sports, etc.) 2. Council Calendar - Performance Planning Training Session on Monday, April 2 from 3:00 p.m. to 7:OO p.m. D Report from City Manager on issues affecting City operations -- George Russell - Signage for C3 Building - Economic Development Director Yantis told Council that interviews will take place in the next week or two for five candidates for the Director position. Tourism Efforts Yantis indicated that the sales and marketing position will be posted soon, so the new Director will have candidates from which to choose. - Police Department Blanket Promotions. Kersch said she has heard a rumor about blanket promotions. Morgan noted that he thinks this concerns the restructuring issues that he presented to Council February, concerning title changes but not promotions. He said promotions will take place this week for two employees that have been scheduled for the last six months. He told Council he has rewritten the job descriptions for the supervisors to clearly articulate expectations. He said those job descriptions are currently being reviewed by a job audit committee. Appointment of Associate Municipal Judge and method of payment H Sec.551.072 deliberation on real property - Purchase of property for use for City facilities - Lease of City facilities 7:30 p.m. returned to Open Session for continued discussion regarding Report from City Manager City Council Meeting Minutes/March 26, 2001 Page 2 of 3 Pages Police Department Blanket Promotions -- Russell said he doesn't know of any "blanket" promotions. He deferred to Chief Morgan. Navarrette asked for further explanation of the reorganization. Russell suggested that Morgan put "on hold" the scheduled promotions in order to do an item for the Council at the next meeting. Morgan explained that his promotional activity begins this week over the next three days and will create concern at the Police Departmen if it is delayed. He said he can do the restructuring and title changing without cost, and has laid out a "career path" for employees that will allow him to hire professional, more qualified employees. He said the "career path" will cost $17,000. Yantis noted that all of the positions that are getting different titles are being reviewed by the audit committee to determine equitable pay rate. Due to continued questions of concern from Navarrette, Russell advised Morgan to "stop" the promotion activity at this point and present an item at the next Council Meeting. Yantis stated that staff has done a professional job to do this restructuring. Navarrette said Council needs to deal with it for budgetary reasons. Russell said he would talk to the police department staff tomorrow to explain that the planned promotional activities are being delayed. C3 Signage - Russell said the building will be temporarily named the "Georgetown Municipal Complex" Economic Development Director - Russell told Council the interviews would take place next week and invited any interested Councilmember who wished to participate in the interviews to contact him. He said the Administrative Assistant position has closed with over 50 applicants. Tourism - Russell said the City is not doing too much in tourism because of lack of staff. He provided Council with an updated Visitors Guide and Calendar of Events. He said the Calendar is also posted to the City web page. Late -breaking Headlines - Russell said he has received information from Animal Services that they are experiencing problems with bats earlier and more prevalent than in previous years. He noted that a bat at Tippit has tested positive for rabies. He said Animal Services staff are speaking at the schools to warn the students not to touch the bats. Russell commented that the weber Group met with the Chamber tonight. He said it was a good presentation. 7:52 p.m. - recessed to Executive Session 9:07 p.m. -- Returned to Open Session Motion by Burson to adjourn at 9:08 p.m. The meeting was adjourned at 09:08 PM.
