Council Present.A Charles "Hoss" Burson, Ferd Tonn, Lee Bain, Susan Hoyt, Clark Lyda, Llorente Navarrette, Sam Pfiester, Susan Hoyt Council Absent: All Council present Staff Present: George Russell, City Manager; Marianne Banks, City Attorney; Sandra Lee, City Secretary; Tom Yantis, Assistant City Manager/Director of Information Resources/Director of Employee and Organizational Services; Jim Briggs, Assistant City Manager/Director of Community -Owned Utilities; Micki Rundell, Director of Finance and Administration; Gary Martin, Deputy City Attorney; Laurie Brewer, Controller; Travis McLain, Airport Manager; Regular Session - to convene Executive Session - Call to order at 3:45 p.m. Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. A Sec.551.074 personnel matters - Performance Review of Council -appointed employees - Evaluation of Municipal Judge Please note: Action for Executive Session items will be taken in Open Session on Tuesday, April 10, 2001, no earlier than 6:00 p.m. PolicyDevelopment/Review Workshop - Called to order at 4:06 p.m. B Presentation on Phase III of the Competitive Fee Analysis project -- Micki Rundell and George Russell Rundell introduced Financial Consultant, Jack Stowe, who thanked Council for participating in the interview and survey process, and explained the procedures that would be followed to provide the analysis. Mayor expressed concern that some of the results be derived in time for this year's budget, particularly for development services. Stowe suggested concentrating on specific fees where the City liability is highest, but expressed concern that some costs could be overlooked. Russell noted that these fees developed in this way might be subject to challenge. Rundell said she would consult with Development Services Director Amelia Sondregoth regarding the available manpower and funding to perform this analysis. C Discussion and possible direction to staff concerning redistricting and/or alternative election methods and City Council Meeting Minutes/April 9, 2001 Page 1 of 3 Pages timeline -- Marianne Banks and George Russell Banks asked Council for direction. At Kersch's request, Banks explained the Court's response in 1990 to our Single -Member District Plan compared with today since the law has changed and now that race can no longer be considered the issue for creating single -member districts, saying that the City will need to do something different than what we have now. It was generally agreed that the maps showing the distribution of the ethnic percentages would need to be reviewed before deciding which method to choose. Banks was told to bring this item back for a future workshop. At this time, Council left the dais to sit in workshop formation with the Airport Advisory Board. Airport Members Penny Burt, Wally Grabowsky, Dennis Daley, Steve Johnston, Jerry Fye were in attendance. All Council were present. Due to the positioning of the speakers seated around tables, an audible record was not possible. D Joint Meeting with the Airport Advisory Board for the purposes of discussing the Five -Year Airport Capital Improvement Projects, the Airport Noise Study, Formation of a Joint City/County Zoning Board, Unaddressed Portions of the Airport Master Plan, Update on Insurance Coverage and Contracts, and Discussion of Costs of the Terminal Restoration -- Steve Johnston and MaryElien Kersch Johnston suggested that each board member give Council their opinion of the future of the airport. Daley complained about the constant air flight activity over his home. It was determined that five members of the Board are pilots. Grabowsky said he thinks the Airport Master Plan is good. Burt said she thinks there are two problems to solve/ mistakes to correct. She thinks the runway should never have been extended, and complaints were more prevalent after that was done. She said grant money was taken without regard to the loss of control that would result. She also said the Board needs to get a handle on the true costs presented in the five-year CIP. Jerry Fye said he is a pilot and lives very close to the end of the east/west runway. He said when the pilots adhere to the FAA rules, he doesn't think there is a problem. He said the tower is essential for safety reasons for the general aviation that occurs there at this time. Johnston noted that the air traffic has doubled since Pflugerville and Mueller closed. He said Georgetown fire fighters are not trained to fight airport fires and access to the airport is difficult for fire trucks. He noted that the City can do very little to control flight hours because of the federal regulations tied to grant money. There was discussion about managing the current leases at the airport and the Board asked for an accounting of the capital improvements. Johnston reviewed the Board's response to the proposed costs to renovate the terminal. E Discussion regarding amending the Articles of Incorporation and By-laws of the Georgetown Enrichment Corporation (413), including renaming the Corporation and revising its purpose -- Cathy Riedel, Marianne Banks, and George Russell It was discussed that if the 4B were renamed, and the sales tax increase didn't pass, the 413 could not be used for anything else. Kersch recommended delay. Lyda pointed out that the by-laws need to include the provision that the Council must approve the action of the 4B.
