Called to order at 4:00 p.m.
A Joint workshop with Parks and Recreation Board for the purposes of discussing Master Plan issues
such as scheduling and funding, the process of Council referrals from citizens speaking regarding matters
such as commercial ventures in the park, parkland constraints in Old Town and other areas and one -acre
requirement, status of by-laws revisions and duties of Board Secretary
Kersch reviewed the Council's charge to the Board. Philpott reviewed changes to the bylaws requested by
the Board, including term limits, duties of the Board Secretary, the time for packets to be available, and
sign-up for speakers eight days in advance instead of six days. Philpott reviewed the Board;s request for
an update of the Parks Master Plan. Russell ofered to bring Council some funding options at the May 22
Council Meeting. It was determined that Council needs a policy regarding referring items to the Boards.
Kersch asked for an explanation regarding the various contractors who provide recreation activities to the
public through Parks and Recreation, and asked for Boardmembers to volunteer to review those contracts.
B Review and discussion of the updated Capital Improvement Projects Five -Year Plan in preparation for
the 2001/2002 Annual Operating Plan -- Jim Briggs

Briggs distributed copies of the Plan to Council and noted that this year's plan includes water re -use
whichwill offset the need for more potable water and reduce the need to capitalize another water treatment
plant. Briggs reviewed specific issues in transportation, water, and wastewater.
C Update on Redistricting/Charter Issues -- Marianne Banks
Banks reviewed options on redistricting, saying the consultant is determining if new lines can be drawn to
create a minority/Hispanic district without diluting the minority voting in the City. there was discussion as to
the various methods and differing opinions from Councilmembers as to how to proceed.
