Council Present: Charles "Ross" Burson, Ferd Tonn, Lee Bain, Susan Hoyt, Clark Lyda, Llorente Navarrette, Sam Pfiester Council Absent: All Council Present George Russell, City Manager; Marianne Banks, City Attorney: Sandra Lee, City Secretary; Tom Yantis, Assistant City Manager/Director of Information Resources; Micki Rundell, Director of Finance and Administration; Verna Browning, Director of "Community Services; Amelia Sondgeroth, Director of Development Services ._ _ _ _-- Called to order at 4O34xO3 • A Presentation of preliminary results of Traffic and Economic Impact Analyses and discussion of preliminary development agreement for the Proposed Rivery Development -- George Russell Russell introduced Jon Roberts of TIP Development Strategies, Inc. Roberts and Jon Hockenyos of Texas Perspectives, Inc. gave a slide presentation estimating that the net benefit of the Rivery Development to the City is $11.8 million (over 20 years). They proposed that for each $1.00 invested, the City will receive a return of $2.12. Roberts recommended that this project is a very good tax stabilization project. He said his company recommends that the City support the development project by providing the transportation improvements. He said high quality design standards must be met. He said the study of this project highlights the need for a policy on economic development. There were questions from the seated and future Councilmembers. Russell introduced City Engineer Don Ward who introduced Jack Jones of Alliance Texas who distributed an Executive Summary and explained the methodology for the conclusions reached by the analysis. It was shown that the construction of Rivery Boulevard would be needed whether or not the development project occurs. Lyda asked Jones to run scenarios as if there is no Highway 29 connector and no u -turn. Jones said that information could be provided within the week. Burson asked to see the numbers on the effect of D. B. Wood Road. B Presentation by Quorum Equities Group of the Rivery Towne Crossing Master Plan design concepts Russell announced that the presentation for Item B is being rescheduled for the May 22 Council Meeting.
