Called to order at 4:00 p.m.
A Consideration of appointment of a canvassing team of councilmembers to canvass the results of the May
5, 2001 General Election -- Mayor Kersch
Kersch appointed Councilmembers Bain and Navarrette to be the canvassing team. The canvassing team
left the dais to compare the official tabulation with the results provided by the Williamson County Voter
Registrar. Councilmember Bain reported that the official tabulation is accurate and read the following
results: Doug Smith (unopposed) is the Councilmember for District 3 with a total of 201 votes. Jack R.
Noble is the Councilmember for District 4 with 1310 votes. Ken Evans is the Councilmember for District 7
with 200 votes. The proposition to increase the sales tax by 1/2 cent was approved with 1574 votes.

C Comments by outgoing Councilmembers
Hoyt said she had enjoyed serving District 3 and the City as a whole. She thanked all the previous Councils
for making Georgetown what it is today and thanked her friends and family for their support for the last six
years.

He
compared the business of the Council
today
with
that
when
he
started
as a councilmember,
and
said
he
has enjoyed
serving.
Bain said he has a very high regard for the City of Georgetown as a place to live, work and raise a family.
He thanked the previous Councils, the City staff, and the volunteers who serve on the City's boards and
commissions. He advised the current Council to learn from the past and "keep the big picture in mind." He
expressed confidence in the future of Georgetown.
D Swearing in of new Councilmembers -- Sandra Lee
Doug Smith, Jack Noble and Ken Evans were sworn in as new Councilmembers.
E Comments from Incoming Councilmembers
Ken Evans commended outgoing Councilmember Ferd Tonn and thanked all the volunteers that had
helped him to get elected, especially his wife, Carol, and his campaign treasurer, Bill Masterson. He said
he is proud to assume the responsibility of representing District 7 and the entire City of Georgetown. He
said he was disappointed that only 8% of the eligible voters of District 7 actually voted. He urged the
citizens of Georgetown to attend the Council Meetings and participate on the boards and commissions.
Jack Noble said he enjoyed meeting people during his campaign. He agreed with Evans that more citizens
should have voted in the election. He pledged to work for District 4 and the City as a whole and thanked
everyone who supported him, especially his wife, Gayle, who was his campaign treasurer.
Doug Smith said he looks forward to serving the citizens of District 3 and thanked the voters who voted for
him when they didn't really have to since he was unopposed. He said he will use his judgement to do what
is best for the City. He professed three goals: (1) to cooperate with the Mayor, Council and City Manager;
(2) to do what he can to make it easier for the City staff to do their job effectively as they implement the
policies of the Council; and (3) to not speak unless he knows what he is speaking about.

Motion by Burson, second by Pfiester to nominate Lyda for Mayor Pro Tema Approved 7-0.

Russell announced that the new 1/2 cent sales tax would take effect on July 1, 2001.
Russell told Council that Assistant City Manager Jim Briggs was asked to participate in an
exchange with the International City Management Association to spend time in Mexico assisting the local
Mexican governments with water/wastewater issues.
Russell announced that the Clean -Up Day at San Jose Neighborhood was successful and there
will be future Clean -Up Days planned for the Ridge, Algerita area and Kelley Park area.
Russell announced that there are summer jobs available in the Parks and Recreation Division.
Russell distributed to Council a copy of the status of vacant city positions. He noted that Charles
Walker was hired to be the Manager of Economic Growth and Development.
Russell distributed to Council a Report of Major Projects.

1. Rudy Williams representing Friendly Will Missionary Baptist Church of Georgetown regarding the
purchase of City -owned property located at 605 W. 15th Street
Williams did not attend the meeting.
2. Herbert Fulton, Jr. representing Friendly Will Missionary Baptist Church of Georgetown regarding
the purchase of City -owned property located at 605 W. 15th Street
Fulton told Council his church is experiencing growth, and they would like to acquire the
referenced property. Mayor Pro Tem Lyda said he would be putting an item on the
agenda for the May 22 Council Meeting to determine policy on city -owned property.
Kersch noted that there would be a Council Committee on Affordable Housing assigned
at the May 14 Special Council Meeting.
3. T. J. Galpin representing Friendly Will Missionary Baptist Church of Georgetown regarding the
purchase of City -owned property located at 605 W. 15th Street
Galpin did not attend the meeting.

1. Consideration of approval of authorizing the staff to request a grant of $5100 from the Georgetown
Library Foundation for library equipment, materials and programs -- Eric Lashley and Verna

2. Consideration of approval of authorizing the staff to request a grant of $2500 from the Friends of
the Georgetown Library for the Library Summer Reading Program and a cataloging internship --
Eric Lashley and Verna Browning
Motion by Lyda, second by Navarrette to approve the Consent Agenda with the corrections to the minutes.

Legislative Regular Agenda
U Update and discussion regarding recent merger of Del Webb and Pulte Homes related to issues regarding
current operations and future plans -- George Russell
This item was pulled.
V Consideration of approval of a funding request from Parents for Pride -- Verna Browning and George
Russell
Kersch announced that this item should have been posted as a "reconsideration" because it was previously
decided by the Council. It would have to be brought back to the Council by someone who voted on the
prevailing side of the issue when voted on previously.
W Consideration of appointment of Judith Manriquez to the Main Street Advisory Board to replace the
Downtown Property Owner position vacated by the resignation of Steve Doering -- MaryEllen Kersch
Motion by Navarrette, second by Pfiester to approve the appointment. Approved 7-0.
X Main Street Advisory Board
1. Consideration and possible action regarding a request from Main Street Advisory Board to hold
over the expiration of their appointments until December 2001-- Patty Eason and MaryEllen Kersch
Motion by lyda, second by Burson to extend the appointments. Approved 7-0.
2. Discussion and possible action regarding the appointments to the Main Street Advisory Board
Promotions Subcommittee -- Patty Eason and MaryEllen Kersch
Motion by Pfiester, second by Noble to approve the appointments. Approved 7-0.
3. Consideration and possible action regarding the Main Street Facade Fund -- Patty Eason and
MaryEllen Kersch
Eason and Bryant Boyd addressed Council regarding the procedure to be followed for use of the
facade fund. Russell explained that the funds were not taken from the facade fund and the project
was funded instead with some salary savings in Economic Development.
Y Consideration of approval of an award of bid to SSTI Construction, Inc. to construct the Austin Avenue 8"
Water Line System Improvements in the amount of $231,125.44 (Base Bid and Add Alternate A) and
authorizing a Project Budget of $250,000 -- Don Ward, Jim Briggs and George Russell
Ward told Council that this project includes a grant of $161,000 and will be done with directional drilling to
minimize disturbance, with an estimated completion in August. Motion by Lyda, second by Smith to
approve the award of bid. Approved 7-0.

Z. Update and discussion regarding the results of negotiations with Chisholm Trail Special Utility District
(CTSUD) related to the Water Control and Improvement District (WCID) issues and service territories -- Jim
Briggs and George Russell
Special Counsel on Environmental Issues, Kerry Russell, gave Council an overview of the negotiations with
CTSUD. He said Chisholm turned down the City's offer to "take over" some of the CTSUD service area.
He said a future Utilities and Transportation Subcommitte Meeting would be posted to discuss other water
issues with CTSUD.
AA Georgetown Village Public Improvement District #1
1. Consideration of approval of a resolution to include an additional 20.1878 acres in the
Georgetown Village Public Improvement District #1 -- Gary Martin and George Russell
Motion by Navarrette, second by Evans to approve the resolution including the additional
acreage. Approved 7-0.
2. Consideration of approval of a resolution setting the date, time and place for a public hearing on
the levy of assessments within the additional 20.1878 acres in the Georgetown Village Public
Improvement District #1 -- Gary Martin and George Russell
Banks said the public hearing would be held at the Council Meeting on June 12. Motion by
Navarrette, second by Evans to approve the resolution setting the public hearing. Approved 7-0.
3. Consideration of approval of a resolution naming new boardmembers to the Georgetown Village
Public Improvement District #1 -- George Russell
Russell explained the purpose of the resolution. Motion by Navarrette, second by Evans to
approve the resolution naming of the new boardmembers. Approved 7-0.
BB Second Readings
1. Second Reading of an ordinance renaming a portion of West 23rd Street and a portion of County
Road 115 -- Clay Shell, Anthony Lincoln and George Russell
Shell read the caption of the ordinance on second reading. Motion by Lyda, second by Pfiester to
approve Ordinance No. 2001-35. Approved 7-0.
2. Second Reading of an Ordinance amending the Zoning Ordinance related to manufactured
housing -- Verna Browning and George Russell
Browning read the caption of the ordinance on second reading. Motion by Pfiester, second by
Evans to approve. Lyda said this ordinance departs from the parkland policy. There was
discussion. Lyda noted that he would vote against this ordinance and urged the other
councilmembers to vote against it also. Evans asked John Gavurnik to come forward and explain
how the small private parks would be maintained. Gavurnik said the homeowners' association
would maintain the parks and asked for the opportunity to try this as an innovative idea, which
could be changed in the future, if needed. It was discussed that this ordinance does not just apply
to Gavurnik's development, but to developments to come in the future. Navarrette suggested that
if a developer would agree to abide by the HDR ordinance, the City could agree to receive fees in
lieu of parkland. Gavurnik suggested that the ordinance be amended to make the parkland
public instead of private. Della Green told Council that the parks department is overloaded and
asked them to consider what it would cost to maintain these parks. There was discussion
regarding the proposed size of the parks to be created with this ordinance.
Motion by Lyda, second by Navarrette to modify Section 7 of the HDR ordinance to provide that
parkland will be public subject to the approval of the Parks and Recreation Board. Approved 6-1.
(Smith opposed)
Vote on the main motion, as amended. Approved 7-0. (Due to the substantive change, the
ordinance will be brought back to the Council for an additional second reading at the May 22
Council Meeting.)

CC First Readings
1. First Reading of an ordinance to revise the City's Ethics Ordinance to add standards of conduct
and financial disclosure requirements; establish an Ethics Commission; and adopt a subsequent
representation ("revolving door") provision -- Marianne Banks and George Russell
Banks noted that since this ordinance was not published and filed wiht the City Secretary, it would
need to be read in its entirety at this meeting. Motion by Lyda, second by Pfiester to defer this
item to the workshop on May 14 and a first reading on May 21. Approved 7-0.
