Council Present: Charles "Ross" Burson, Doug Smith, Jack Noble, Llorente Navarrette, Ken Evans, Clark Lyda, Sam Pfiester Council Absent: All Council present Staff Present: George Russell, City Manager; Cathy Riedel, Acting City Attorney; Sandra Lee, City Secretary; Tom Yantis, Assistant City Manager/Director of Information Resources; Jim Briggs, Assistant City Manager/Director of Community -Owned Utilities; Micki Rundell, Director of Finance and Administration; Amelia Sondgeroth, Director of Development Services; Charlie Walker, Director of Economic Development 12 s �- - s• •- 111 • •s Called to order at 4:01 p.m. A Joint Workshop with the Library Advisory Board There was discussion regarding future building plans, monitoring of summer use by children, institutional cards, lack of space, c.d./audio books, Internet and magazine filtering, and contributions from various sources. 4:40 p.m. -- recessed 4:54 p.m. -- resumed B Discussion on amending the Articles of Incorporation and the Corporate Bylaws and outlining operating procedures for the 4B Corporation with regards to managing the recently approved 1/2 cent sales tax -- Micki Rundell Bond Counsel, Carol Polombo, gave a brief overview of the purpose for the 4B Corporation regarding the 1/2 cent sales tax revenues that will be collected beginning in October. She suggested that Council set policy regarding the relationship between Council and the 4B. She suggested that the bylaws and articles of incorporation be restated. There was discussion as to the composure of the 4B board. Rundell explained the bookkeeping procedures to be used with the 4B funds and told Council that the City would provide quarterly reports on the 4B finances. Jim Brown, 117 Randolph Rd., suggested that Council put "a lot of thought' in their policies concerning the 4B and told the Council that the City needs a Transportation Plan. 5:32 p.m. -- recessed for Executive Session 7:44 p.m. -- resumed Open Session City Council Meeting Minutes/June 11, 2001 Page 1 of 3 Pages C Discussion of issues related to Council off -dais roles re. (1) appointments as Council representatives to other entities, and (2) the function of Council committees, authority, assignments, charges, and related policies -- MaryEllen Kersch Council discussed serving on boards of entities that receive funds from the Council. There was discussion regarding Councilmembers attending meetings of Council -appointed boards and commissions, one per month, on a rotational basis. Council gave their opinions of the function, authority, and charges of Council (standing) committees. D Comments from the dais regarding the following items: 1. Mayor Comments - Letterhead being ordered - AMCC Conference coming up in July (Ken Evans, Llorente, Jack, MaryEllen) - Vacation/absences notification needed -- Mayor stressed importance of knowing when Council would be on vacation - Youth Advisory Board Applications -- Russell noted a report would be given at the Tuesday night meeting. 2. Discussion of Upcoming Workshops - Schedule of Boards and Commissions Joint Workshops with Council July 9 - Historic Preservation; August 13 - Downtown Business District Design Steering Committee; September 10 - CVB; October 8 - Building Standards; November 12 - Board of Adjustment; December 10 - Main Street Advisory Board; Jan. 14, 2002 - Youth Advisory Board; Feb. 11 - Economic Development Commission; March 11- Planning and Zoning; April 8 - Parks and Recreation - Joint Meeting with GISD School Board - need to schedule 3. Council Calendar - The second set of Legal RFP Interviews will take place on Thursday from 1:00 p.m. to 5:00 p.m. - Joint Meeting with the Economic Development Commission on Thursday, June 14. - Monday, June 25, 4:00 p.m. Council Workshop and Executive Session - Tuesday, June 26, 4:00 p.m. Council Workshop and Regular Meeting - Tuesday, July 17 at noon -- meeting with County Commissioners - 2001 Association of Mayors, Councilmembers and Commissioners (AMCC), Thursday, July 19 through Saturday, July 21, in Wichita Falls 4.
