A Joint workshop with Parks and Recreation Board
(1) Discussion with Richardson Verdoorn regarding Parks Master Plan
Parks Board Chair John Philpott introduced Barbara Austin from Richardson Verdorn who provided
Council with copies of a draft for a new Parks and Recreation Survey and the updated Master Plan
schedule and showed Council a map -inventory of the current City park properties.
(2) Discussion regarding research of fees assigned by the Parks and Recreation Divsion for recreation
programs
There
was discussion regarding the current process.
Philpott
also asked for a budget addition to
hire a
Parks and Recreation Superintendent to oversee grant
applications.
B Review and discussion of City of Georgetown Century Plan/Intensity Map Amendment Process -- Amelia
Sondgeroth
Sondgeroth gave Council an overview of intensity plan procedures. She noted that generally traffic
analysis is done by staff and deals only with "trip ends." Most recently, in the item in last Council
agenda, staff asked HDR to assist with a model in order to evaluate the impact on traffic that could
be presented by the development. Briggs gave further explanation regarding the way traffic
information has been gathered and used to determine impact. Sondgeroth discussed with Council
the procedures for annual review and the procedure for reconsideration of an item. Rundell told

Council there would be a workshop item on July 10 concerning development fees. Noble noted
that a GIS System called for in the Century Plan does not currently exist and updates called for in
the Century Plan have not been done. * (*as corrected by Noble at the July 10, 2009 Council
Meeting)
Ercel Brashear told Council that the Williamson County Appraisal District prepares maps every
year and that would be an inexpensive way for the City to acquire information. He explained that
the Century Plan was prepared to display the minimum requirements necessary for a
development.
Kersch asked Sondgeroth for options and timelines to review, and asked for a long-term solution.
Stuart Shaw, applicant for the 31 -acre piece of land that was denied at the last Council Meeting,
said they have spent money on this project, anticipate receiving funding, and will lose it if it is not
taken at this time. He showed Council a proposed site plan and described the proposed
development. He said he would be willing to get a traffic analysis done.

C General Council Houskeeping Items:
(1) Establish agenda for July 9 Workshop with the Historic Preservation Commission;
Kersch asked Councilmembers to give items to Sandra and asked Sandra to contact Chair Joe
Burke for items.
(2) Review of Attendance Reports from Boards, Commissions and Committees;
Kersch reviewed the process and told Council that letters will be sent to those members who have
not attended the required number of meetings.
(3) Review of vacancies on Boards, Commissions and Committees;
Mayor noted that the number of vacancies is now increased due to the number of members who
will receive letters that they have not attended the required number of meetings.
(4) Report from City Secretary regarding status of update of by-laws for individual boards and
commissions;
Lee provided a table of the status of by-laws for various City boards and commissions.
(5) Introduction of video on zoning/planning and discussion of utilization;
Kersch asked that appropriate Boards be notified that the video is available and then provide at the
Library for patrons to check out.
(6) Review and discussion of workshop with Economic Development Commission;
Councilmembers gave their opinions of the workshop.
(7) Discuss plans for July TML Conference and other TML events -- MaryEllen Kersch
It was noted that the events were listed in the Council Calendar on this agenda.

2. Council Calendar
- Council Workshop and Executive Session on Monday, June 25, 4:00 p.m.
- Council Workshop and Regular Meeting on Tuesday, June 26, 4:00 p.m.
Joint Meeting with County Commissioners on Tuesday, July 17, noon -
Council determined they would prefer not to meet with the County at this time.
- Association of Mayors, Councilmembers and Commissioners (AMCC) Conference - July 18 - 22
Council determined they would prefer to meet for budget balancing on July 16, 17 & 18 and
again on August 7, 8, and 9, if necessary.
Yantis notified Council that there will be a workshop on July 23 with the Planning and Zoning
Commission and Duncan and Associates.
- TML Events (TML Electric Deregulation Workshop on August 10; TML Open Meetings and Public
Information Acts Workshop on October 5, Public Official Libaility Workshop on October 6, 2001 Annual
Conference and Exhibition November 28-30) Kersch suggested Council attend the function that includes a
legislative review.

Yantis told Council there has been only one Open Records Request received
since the last Council Meeting, asking for information regarding a police incident.
