Council Present: Clark Lyda, Doug Smith, Jack Noble, Ken Evans Council Absent; Llorente Navarrette, Sam Pfiester, Charles "Noss" Burson Staff Present; George Russell, City Manager; Sandra Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Amelia Sondgeroth, Director of Development Services; Anthony Lincoln, Fire Chief; Carla Ezell, Human Resources Director; Charlie Walker, Economic Development Director; Laurie Brewer, Controller Called to order at 4:00 p.m. A Update and Review of the revised Fiscal and Budgetary Policy to be used in preparing the 2001/02 Annual Operating Plan and to guide operations for the upcoming fiscal year -- Micki Rundell and George Russell Rundell updated the policy to be used and Council gave suggestions. Rundell told Council she would bring back revisions to the meeting tomorrow night for adoption. C Joint Workshop with Historic Preservation Commission to discuss: (1) Training issues for new design guidelines, (2) Consideration of hiring an architect consultant for training HPC members, (3) Discussion of issues related to HPC future role in Downtown District Organization Historic Preservation Commission members Rick Zinsmeyer and Joe Burke, Chair, spoke with Council about training issues; about hiring an architect consultant to train HPC members; and about coordinating the HPC with the overlay ordinance and the Master Plan for the downtown area. B General Council Houskeeping Items: (1) Review of Attendance Reports from Boards, Commissions and Committees; (2) Review of vacancies on Boards, Commissions and Committees; (3) Review/revise workshop schedule; (4) Review of Council liaison assignments -- (5) Set time for interviews for vacancies on the Youth Advisory Board (1) Council reviewed attendance reports and determiined the need for a more equitable method of reporting absences; (2) Lee distributed a list of vacancies on City Boards, Commissions and Committees; (3) Council requested that a joint workshop be set with the GISD School Board; (4) Kersch announced two openings on CAPCO, and one on the Killeen Regional Airport Board; (5) setting interview dates and times will be discussed after the Report from Brenda Culver on tomorrow night's agenda.
