Council Present: Council Absent: Llorente Navarrette, Clark Lyda, Doug All Council Present Smith, Jack Noble, Sam Pfiester, Charles "Ross" Burson, Ken Evans Staff Present: George Russell, City Manager; Cathy Riedel, Acting City Attorney; Sandra Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Jim Briggs, Assistant City Manager/Director of Community -Owned Utilities; Tom Yantis, Assistant City Manager/Director of Information Resources; Amelia Sondgeroth, Director of Development Services; Mark Miller, Superintendent of Streets; Mike Mayben, Energey Services Manager; Mike Stasny, Utility System Information Manager; David Munk, Development Engineer; Carla Benton, Development Planner; Melissa Murphy, Development Plannerjerry Jones, Purchasing Director Called to • •- i. • A Presentation and discussion on recent Texas Annexation Law and Policies by Ben Luckens, AICP Amelia Sondgeroth introduced Luckens who spoke to Council regarding annexation; protection of land uses; coordination with the Comprehensive Plan; coordination with water/wastewater agreements; and links with the Extra Territorial Jurisdiction, physical impact analysis, and Capital Improvement Projects. B Joint Workshop with the Planning and Zoning Commission to hear a presentation from Duncan and Associates regarding their major findings from the Review of Development Regulations (Zoning Ordinance, Subdivision Regulations, and Sign Ordinance) and issues related to the Century Plan such as annexation, the extra -territorial jurisdiction (ETJ) and growth management -- Leane Heldenfels, Amelia Sondgeroth and George Russell Lee Einsweiler of Duncan and Associates gave a presentation regarding the Century Plan and suggested that Council improve the efficiency of the approval process by creating a unified ordinance that provides and clarifies all procedures and review criteria. 5:55 p.m. -- recessed for Executive Session City Council Meeting Minutes/July 23, 2001 Page 1 of 3 Pages In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. There was discussion on items C-2,-3, and -4, and Noble and Evans reported that the Economic Development Commission (EDC) accepted the Council's response to the EDC's "memo" regarding "Role of Economic Development Commission Regarding Economic Development Issues of the City of Georgetown."
