HomeMy WebLinkAboutMIN 09.24.2001 CC-WThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor MaryEllen Kersch presiding. Council present: MaryEllen Kersch, Clark Lyda, Sam Pfiester, Hoss Burson, Ken Evans Council Absent: Doug Smith, Jack Noble, Llorente Navarrette Staff present. George Russell, City Manager, Shirley J. Rinn, Deputy City Secretary, Patricia E. Overview of Phase 1 Comprehensive Plan Amendment Process including the adoption of a future land use map and future land use policies as a guide for managing growth and development -Amelia Sondgeroth and George Russell Bob Patterson gave a presentation to council regarding future land use and future land use maps. He told council that this element is the "heart" of a community's comprehensive plan. He said that the future land use element will help protect things that are valued and make your community special. He told council that future land use elements can provide both written and visual guidance on preferred residential streetscapes. He told Council that the form of a Future Land Use Element would feature: Written Goals and Policies, Land Classification Plan and a Land Use Design Plan. He also discussed a number of issues that might be covered by a future land use element. He went on to discuss whether or not a Future Land Use Element would make development to rigid in Georgetown. He went on to explain why future land use maps were not the same as zoning maps. He also discussed what Georgetown would need to do to put in place Future Land Use Plan Element, including Land Use Inventory, Population and Employment projections, Land use suitability, and Visioning process. Amelia Sondgeroth addressed council regarding the Plan Amendment Process. She said that we should have a Base GIS Map by the end of October, which should help assist with the development of a Future Land Use Plan and Map. She said that we could have draft policies in place by January. She went on to discuss the process for implementing the policies to implement a future land use plan. Mayor Kersch suggested that workshops be held with local fraternal organizations. Amelia told the council that they are looking at a number of community plans. Discussion and clarification of problem areas in Code Enforcement - Anthony Lincoln Julia Canady and Anthony Lincoln gave an overview and presentation regarding Code Enforcement Issues. Julie told council that the three areas that needed clarification, including the sign ordinance, commercial vehicle parking and Natural landscaping & grass ordinance. She told council that enforcement of garage sales signs on the weekends is a difficult issue. She said that they have been doing a lot of education about the sign ordinance. She told council that they have non-profit events who put up Bandit Signs in the Right -of -Way. There was discussion regarding some of the options that might correct some of the issues related to bandit signs for events. There was additional discussion regarding problems with natural landscaping and the enforcement of the city's weeds and tall grass ordinance, as well as the provisions in the current ordinance as it relates to wildflowers. There was discussion regarding the current parking ordinance with regard to commercial vehicles, including the (1) reasons for limiting commercial parking in residential areas; (2) the definition of a '°commercial vehicle; (3) the need to look at revising the ordinance to address commercial vehicles, including parking and streets; and (4) possible options and solutions to address this problem. Bill Masterson told council that code enforcement has improved dramatically in the last two years. He thinks Saturday coverage is the most important aspect of Code Enforcement and indicated the City should flex the code enforcement officer's hours to accommodate Saturday enforcement. He wanted to know if junk cars could be abated. Julie Canady clarified that currently it has to be court ordered. He thinks that public information is very important. Will Moore, Pine & 5th, expressed concern that the ordinance needs to define "residential district" so that the ordinance can be enforced. Council asked that an item be brought back to amend the ordinance. Recess at 6:15 p.m. Reconvened at 8:50 p.m. C.
