Council Present: Council Absent: Llorente Navarrette, Clark Lyda, Doug Charles "Hoss" Burson Smith, Jack Noble, Sam Pfiester, Ken Evans Staff Present: George Russell, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager; Trish Carls, City Attorney; Sandra Lee, City Secretary; Dave Hall, Building Official Calledy"Wit-7 AVEWIM TOM- 767Z to • • 01 • A Joint Workshop with Building Standards Commission to discuss: composure of the membership of the Commission and Commission bylaws Chair John Gavurnik, and member, Jim Schiller, along with staff liaison, Building Official Dave Hall, joined the Council for discussion regarding amending the ordinance, approving the bylaws, filling two vacancies, and the need to review for adoption of the latest International Building Code. B Presentation and discussion of Final Report on the Market Analysis, Strategic Retail Plan and Recommended Action Plan for the Downtown Business District by consultant Tom Moriarty of Economic Research Associates -- Renee Hanson and George Russell Hanson introduced Tom Moriarity of Economic Research Associates who reviewed the Final Report with Council. He recommended: (1) creation of a downtown development corporation, (2) funding and implementing a downtown master plan, (3) working with Williamson County to coordinate the parking downtown, (4) building gateway elements at key entries to the historic area, (5) creation of funding sources for downtown/retail development, (6) encouraging and protecting commercial development, (7) protecting key retailers already in place, (8) creating downtown partnership opportunities with Southwestern University, (9) coordinating with TxDOT for downtown access, and (10) developing a leasing brochure for downtown retail properties. (The City Council for the City of Georgetown reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed on this agenda, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices) and 551.086 (Economic Development.) C Consideration and possible action on acceptance of Final Report on the Market Analysis, Strategic Retail City Council Meeting Minutes/lVm$°01 Page 1 of 3 Pages Plan and Recommended Action Plan for the Downtown Business District prepared by Economic Research Associates -- Renee Hanson and George Russell Hanson explained the financial provisions of the report and introduced Patty Eason, Chair of the Main Street Advisory Board, who noted that the Board recommends acceptance of the report. Motion by Evans, second by Noble to accept the report and to include the partial payment of $36,000 with expenses not to exceed $2,000. Approved 6-Q. 5:15 p.m. -- recessed to Executive Session 6:24 p.m. -- returned to Open Session D Discussion regarding the amendment to the contract between Operations Management International, Inc. (OMI) and the City of Georgetown, in he amount of $1,618,007.00 -- Jim Briggs Briggs reviewed the history of the privatization of the water/wastewater service for the City of Georgetown since 1993, and explained the operating cost adjustments since the last amendment. 6:55 p.m. -- recessed to return to Executive Session 8:35 p.m. -- returned to Open Session E General Council Houskeeping Items: (1) Review/revise workshop schedule to add Chamber of Commerce, establish date and set agenda The workshop was set for 4:00 p.m. on Monday, November 5 (2) Identification of issues Council would like to have for future workshops There were none (3) Follow-up on workshop with Williamson County Commissioners This was not discussed. (4) Discussion of potential items for agenda for meeting with GISD This was not discussed. (5) Discussion/clarification of provision of public information services for the City Job description and salary comparison information was distributed for discussion at the meeting on Tuesday night. (6) Discussion of informational video tape regarding the upcoming bond election on November 6 Kersch explained that Matthew and Company has suggested producing an informational video on the bond election. (7) Update on Economic Development Charlie Walker gave a brief update on economic development activities in the last month and distributed a list of suggested tasks to be performed by the IRR Contractor.
