Council Present: Council Absent; Clark Lyda, Doug Smith, Jack Noble, Sam Llorente Navarrette Pfiester, Charles "Hoss° Burson, Ken Evans Staff Presents George Russell, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager; Jo Christy Brown, City Attorney; Trish Carls, City Attorney; Sandra Lee, City Secretary; Amelia Sondgeroth, Chief of Development Support; Micki Rundell, Director of Finance and Administration; Carla Ezell, Director of Organizational' Services; Cari Speegle, Human Resources Generalist Called to order at 4:02 p.m. A Joint Workshop with Board of Adjustment This workshop was canceled due to a lack of items needing to be discussed. B Discussion with representative from LCRA regarding the proposed substation in Rivery Towne Crossing Briggs updated Council regarding alternate sites for the location of the proposed substation and introduced Stewart Nelson of LCRA. Richard Winter of 203 Oak Hollow displayed an article and photograph from a recent newspaper article showing a lower profile construction for an LCRA substation being constructed in Austin. Proposed locations were displayed on a map of the area. C Review of the following City of Georgetown Human Resources Policies: New Position Orientation; Salary Program Administration; Employee Performance Appraisal; Employment of Relatives; Political Activity; Public Communication; Open Door/Open Communication; Whistle -Blower Policy; and Education Assistance Program Human Resources Director Carla Ezell gave Council a brief overview of the above policies. There was discussion. D Council Housekeeping Items: (1) Review/revise workshop schedule; Chief Morgan is to review police department salaries at the Workshop on Monday, December 10, 200, and Sandra to contact Texas Department of Transportation to set a workshop date for discussion regarding the bridge. City Council Meeting Minutes/November 26, 2001 Page 1 of 3 Pages (2) Discussion of Economic Development Commission proposed policies/guidelines; Kersch questioned specific statements in the proposed policies/guidelines. (3) Discussion of future action regarding failed bond elections; There was discussion regarding maintenance issues and the cost for repairing the Library roof. (4) Discussion of procedure for filling Public Information Officer position Russell and Council discussed options for filling the position. E Comments from the dais regarding the following items: 1. Discussion of Upcoming Workshops - Parks Tour with Park Board It was determined that those councilmembers interested in touring should call Parks Director Randy Morrow and set a time to tour. - GISD Workshop Sandra will check with Dr. Gunn and set a joint workshop in January. - Del Webb Workshop scheduled for Monday, January 7, 2002 - Computer Automated Customer Complaint System Update To be discussed at the next Council Meeting. - Schedule of Boards and Commissions Joint Workshops with Council December 10 -Main Street Advisory Board; Jan. 14, 2002 -Youth Advisory Board; Feb. 11, 2002 -Economic Development Commission; March 11, 2002 - Planning and Zoning; April 8, 2002 - Parks and Recreation 2.
