Carls, City Attorney; Sandra Lee, City Secretary; Charlie Walker, Director of Economic Development; David Morgan, Police Chief; Carla Ezell, Director of Human Resources; Micki Rundell, Director of Finance and Administration; Anthony Lincoln, Fire Chief; Verna Browning, Tourism Director; Roland' Waits, Police Captain; Laurie Brewer, Comptroller; Todd Terbush, Police Lieutenant Called to • •-r at 4*05 • A Joint workshop with Main Street Board to discuss the Texas Historical Commission Main Street Program, full-time position of Main Street Manager, terms and membership of Commission, possible formation of a development corporation, and Poppy Festival Main Street Boardmembers Eason, McClure, and Boyd and Councilmembers Kersch, Noble, Lyda, Evans, Burson, Pfiester, and Smith participated. Eason distributed a synopsis of the benefits to be derived from the City remaining in the Main Street Program, with Verna Browning serving as the Main Street Manager. There was discussion regarding the necessity for "seed" money with the possibility of making the Poppy Fesitival a "for-profit" event, hoping to receive at least $5,000 over expenses to be used as funding for the Development Corporation. Kersch asked the Main Street Board to come back to a council workshop in February to report on what they find out from the cities of Granbury and Harlingen. B Police Staffing Issues Kersch asked for an explanation of a recent newspaper article regarding police staffing issues. Morgan distributed information and explained the status of the turnover rate and associated cost estimates for hiring/training new recruits. Morgan said to move toward equal compensation with Cedar Park/Pflugerville would take approximately $250,000. He asked Council to consider this for the next budget. Yantis asked Council to take a hard look at police and fire salaries and suggested that a compensation consultant should be utilized and possibly the compensation "step" program should be adjusted for police and fire employees. (2) Discussion regarding upcoming Boards and Commission rotations; schedules and methods for advertising, interviewing, and installation, and arrangements for any banquet in the Spring Kersch suggested Council be considering how they want to handle the interview and appointment methods and where they think the banquet should be held. on wam Mot D Comments from the dais regarding the following items: 1.
