The City Council of the City of Georgetown, Texas, met in Special Session at the City Council
Chamber at the City Hall at 101 E. 7th Street, Georgetown, Texas.

There were no comments or reports.
D. Citizens wishing to address the Council
There were no citizens who wished to address the Council at this time, several indicating
they would prefer to speak after the staff presentation of the next item.
E. Consideration of possible action on the alignment and construction of Country Club
Road/Rivery Boulevard at Williams Drive — Don Rundell and Jim Briggs
Briggs gave a brief history of the project, saying that traffic and drainage problems on
Williams Drive at Country Club were approved as Capitol Projects in the Budget of 1996,
right of way acquisitions were studied and design options were developed. He noted that a
rating matrix gave priority to Options A and E.
Briggs introduced Gary Foyt of HDR Engineering, Inc. who distributed a map showing the
current traffic count on various roads.
Briggs noted that the City has visited with the Texas Department of Transportation (TXDOT)
to discover other options, if any, on the state system that could be integrated with the local
transportation plan. He said one of those options would be a "free u" configuration, along
with an additional lane near the Dairy Queen.
Names Brown, 117 Randolph Road, recommended Council adopt a resolution regarding a
turn around bridge with additional lanes on the frontage road and described specific issues
that he wants the City to address during the reconstruction of the intersection.
Toby Liermau, 1603 Oak Lane, asked and was told that Quorum Group and Rivery Partners
are the owners of the property where Rivery Boulevard will tie in. Lierman noted that there
are no local people involved in those two groups. He received clarification that the
engineering fees were provided by the City. He asked and was assured by Gary Foyt of HDR
that the reconstruction would relieve traffic at Williams Drive approaching IH35.
Jeff Siedel, 1599 Williams Drive, told Council that the property he is most concerned about
is property #8 on each of the options. He asked how the traffic counts were done and
confirmed that a man sat in his driveway with a clicker. He asked how the intersection
would be signalized, and Briggs responded that there would be signalization under either
Option A or E, saying that it would be easier to accomplish with Option E. He suggested
Option A would be better for traffic moving along Shannon. Briggs told him that Shannon
would have access by way of a "right turn in" and "right turn out."

Kathryn Heidemann, 407 Golden Oaks, said she appreciated the work that the engineers
have done and she prefers Option E.
Lyda asked when the final traffic study would be brought back to the Council. Foyt
responded that the study for all the major roads in the City should be back by the end of
March or first part of April. Briggs explained the right-of-way acquisitions that would be
necessary on either option.
Motion by Barton, second by Bain to consider Option E for the alignment of Country Club,
including the "right turn out" and "right turn in" as described by Briggs, and consideration
of an island, if feasible. Hoyt confirmed that the City will work with the Texas Department
of Transporation regarding the signalization. Council requested that the "free u" be included
in a resolution to be brought as an item on the next agenda. Motion approved 7-0.
Recessed at 8:26 p.m. — Returned to Open Session at 8:40 p.m.
Resumed Executive Session at 8:43 p.m. — Returned to Open Session at 8:50 p.m.
B. Action from Executive Session
Motion by Barton, second by Tonn to increase the City Secretary's annual pay by 6% of her
current salary effective January 10, 2000. Approved 7-0.
Hoyt said the electric deregulation subcommittee will be meeting again soon.
Motion to adjourn at 8:55 p.m.
