Called to order at 4:05 p.m. Item C was brought forward to the beginning of the agenda. IN I,1 Discussion of scheduling meeting with Tom Moriarity -- MaryEllen Kersch It was decided that an informal meeting would take place on Tuesday, October 3, at 5:30 p.m., with location to be determined. Report from City Manager on issues effecting City Operations -- George Russell 1. Process for hiring Police Chief Russell gave Council a review of the method for recruiting the new Chief of Police, saying the position has been posted internally, only, to be closed on Friday at 5:00 p.m., saying the interviews will be held the week of the 25th of September, with Russell being the final decision maker. He said if the position can be filled internally, the person will be hired by the end of the month, and if the internal posting is not successful, a public posting will take place and the complete process will take six months. He gave Council a very positive report on the overall condition and abilities of the Georgetown Police Department. 2. Status on City employee vacancies Russell gave Council the status of the vacancies, including the position of Assistant City Manager, which was posted internally and closes on Friday. 3. Code enforcement issues Russell reviewed the statistics concerning code enforcement activities such as illegal signs, home occupations, and building and zoning permit violations. He said he would bring forth some items for Council's input at a workshop session. 4. Lobbyist for legislative sessions Russell asked Council if they had any specific issues for which the City might need a lobbyist at City Council Meeting Minutes/September 11, 2000 Page 1 of 2 Pages this time. He suggested joining with TML in their legislative efforts and suggested if we want to contract with someone special, it needs to be done as soon as possible. 5. Discussion on video taping of Council Meetings Russell told Council that each taping costs between $400 - $500, in order to have our Council Meetings shown on cable television. He proposed taping only the regular Council Meetings and specific special meetings as occur during the year. He noted eventually there will be a "direct feed" method that would be less expensive. Russell announced that the City has received the required check from Escalera, but as of today, they have not renewed the bond. B Discussion and direction to staff regarding procedures for cable franchise applications, draft version of the Master Cable Ordinance, and draft model cable services franchise -- Marianne Banks Kersch expressed a desire to have ancilliary services provided by cable companies, such as coaxial modem. Banks responded that fiber companies are approaching Georgetown to complete a ring of fiber around Georgetown. It was discussed that the coaxial modem service is available now with some limitations. Tom Yantis shared some technical information about the availability of both fiber and coaxial cable in Georgetown at this time. Russell noted that there are three companies now talking to the Legal Department about providing service here. Banks gave information and asked questions regarding Council's desires concerning procedures for applications, agreements, and the cable ordinance. Riedel spoke to Council regarding the fee to be charged to the provider. Yantis gave Council some ideas of what he felt would need to be requested of the provider. A spokesperson from Grande Communications addressed the Council regarding their proposed service in the Georgetown area. 5:40 p.m. -- recessed for Executive Session Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows.
