HomeMy WebLinkAboutMIN 09.25.2000 CC-WThe City Council of the City of Georgetown, Texas, met in Regular Session on the above date with Mayor presiding. Council Present: Council Absent: !'Charles "Noss" Burson, Ferd Tonn, Lee Sam Pfiester Bain, Susan Hoyt, Clark Lyda, Llorente Navarrette Staff Present. George Russell, City Manager; Marianne Banks, City Attorney; Sandra Lee, City Secretary; Tom Yantis, Director of Information Resources; Jim Briggs, Director of Community -Owned Utilities Called to order at 4:00 p.m. A Discussion of the Sunset Review of and possible revisions to the Urban Design Standards -- Ed Barry Barry noted to Council that the end of the six-month window is approaching to extend and/or make changes to the ordinances, saying the readings would need to occur at the next two meetings. He said staff would have a few recommendations for amendments, regarding window area, and regarding allowing the Planning and Zoning Commission or the Council to make a ruling concerning articulation that a specific applicant met the "spirit and intent" of the ordinance. When asked by Kersch how to avoid the "big box" look, Barry recommended that the applicant could submit schematics to the Design Review Committee, but that would add another 30-60 days to the process. Other issues discussed were: distance of building from front property line, and "bandit signs." Barry confirmed that Council does not want the revised ordinances to include a sunset clause. Ercel Brashear, from the audience, questioned the requirement for the building to be at a certain location, saying it would slow down the process. B Discussion of the Zoning Ordinance revision process and schedule -- Ed Barry Barry asked if Council still wanted to proceed with the process and establish an amount in the development of the Request For Proposal (RFP). Kersch confirmed that $75,000 had been set aside. Russell noted that staffing would be a problem in the RFP process. Lyda requested that staff time be allocated. C Report from City Manager on issues effecting City Operations -- George Russell Russell gave Council an update on the following issues: 1. City employee Compensation Project Task List Russell told Council that processes are being formalized to develop policies regarding internal equity vs. market pressure, longevity pay, benefits, merit increases, pay ranges, job audit process, and organizational structure of Employee and Organizational Services City Council Meeting Minutes/September 25, 2000 Page 1 of 2 Pages Division. 2. Economic Development Commission Update Russell said the Commission members have started meeting twice a month. He said the members have concerns that the budgeted salary for the Economic Development Director is not adequate. He said it was noted that the property tax is derived 70% from residential and 30% from commercial. 3. Staffing Issues . Assistant City Manager and Police Chief Hiring Process Russell told Council the interviews would take place this week for the Chief of Police position. He told Council that there were three internal applicants: Kevin Stofle, Robert Hernandez, and David Morgan. He noted that he has received two internal applications for the Assistant City Manager position from Director of Information Resources Tom Yantis and Water/Wastewater Service Manager William Adams. He said those interviews will take place on October 4. - Hiring of Coordinator for Downtown Issues Russell noted that Renee Hanson would be hired in this temporary position. Russell noted that he would serve as the Acting Director of Economic Development beginning October 1 until someone can be hired for that position. Vacancies Russell told Council that applications are being reviewed for all vacancies. He noted that a new City Engineer has been hired and will begin on October 2. He said offers have been made for four of the positions in Development Services, leaving only Ed's position, and the two Chief Planners to be filled. Russell complimented the Development Services staff for holding everything together in anticipation of hiring to fill the vacancies. 4. Construction of Fire Station No. 4 Russell distributed a handout and said the fire station would be finished by the end of this year. 5. Stormwater management plan and regional detention option for development projects Russell told Council that the project is approximately 70% complete. He said, when City Engineer Don Rundell left the City, there was no one else to oversee the project. Briggs said the estimated completion date is February of 2001. Renee Hanson from the audience complimented William Adams and the way he took care of a water leak on her property. Kersch noted that she has heard a lot of positive comments about staff.
