Council Present: Council Absent: Charles "Noss" Burson, Clark Lyda, Lee Bain, Sam Pfiester Liorente Navarrette, Ferd Tonn, Susan Hoyt Staff Present: George Russell, City Manager; Marianne Banks, City Attorney; Cathy Riedel, Assistant City Attorney; Sandra Lee, City Secretary; Tom Yantis, Director of Information Resources; Micki Rundell, Director of Finance and Administration; Pablo Holguin, Anthony Lincoln, Fire Chief; Tom Leggitt, Fire Marshal; Clay Shell, Bob Stevenson, Code Enforcement Officer; Julie Canady, Fire Services Staff Assistant Called to order at 4:30 p.m. A General Discussion of Code Enforcement Russell noted that there are a variety of ordinances involved and code enforcement is a very complicated subject. He told Council he would like policy direction for three questions: (1) Who is the customer? (2) Do we want to be concerned about enforcement or compliance? and (3) Is Nuisance Code Enforcement more important that Specialized Code Enforcement? He noted that no additional budget funds had been reserved for code enforcement. Navarrette suggested putting code enforcement completely under police services. Russell noted that the position of Risk Manager needs to be filled and that position should act as the "gate keeper' on the code enforcement process. Yantis explained how the special software will help close the current communication gap and also allow citizens to file and monitor complaints on the web site. Bill Masterson, 1501 Laurel, said its very obvious that builders violate state and city law by putting out "bandit" signs. He suggested the Code Enforcement Officer could be off on Friday afternoon and work on Saturday morning instead to pick up illegal signs, or hire some of the parks and recreation crews to pick them up. He also suggested using Community Service workers or volunteers to pick up the "bandit" signs. Mayor asked that the work on monument informational signs be continued and reported back to Council.
