Council present: Mayor Gary Neion, Doug Smith, Mayor Pro Tem, Gabe Sansing, Patty Eason, Ben Oliver, John Kirby, Farley Snell City Staff present: Paul Brandenburg, City Manager; Shirley Rinn, Deputy City Secretary; Jim Briggs, Assistant City Manager for Utility Operations; Tom Yantis, Assistant City Manager; Micki Rundell, Director of Finance and Administration; Keith Hutchinson, Public Information Officer, Randy Morrow, Community Services Director, Mark Thomas, Director of Economic Development, Anthony Lincoln, Fire Chief, Karen Frost, Administrative Manager, Bobby Ray, Director of Planning and Developments, Evelyn McLain, Police Officer, David Skurlock, Police Officer School Board present: Mark Bobinger, Linda Larson, Arthur De La Cruz, Brad Smith, John Whitworth, Dr. Sally Pell GISD Staff present: Joe Dan Lee, Superintendent and David Biesheuvel, Facilities Maintenance Fire Chief Anthony Lincoln addressed the Trustees and the Council on behalf of the Police Department and the Fire Department and talked about the City's program to present fire safety messages in the schools. He presented the School District an appreciation plaque for being supportive of the City's program. City Council/GISD Joint Meeting Minutes January 26, 2006 Page 1 of 4 1. Introductions. The Council, School Board and audience made introductions to each other. 2. Discussion regarding Tippit School/Leander Road truck traffic and safety. Paul Brandenburg told everyone that this was a follow up topic from the last joint meeting. He went over some of the items of concern from that last meeting and told everyone how each of the concerns were addressed. He also told them that the Police Department is going to be conducting crossing guard training classes. He also discussed crosswalks, sidewalks, and flashing lights. There was further discussion regarding the speed limit on Leander Road and what the City can do to get it reduced and also safety measures that have been put in place at Tippit/Picket on Leander Road. The general consensus of the Council and the School Board was that the situation is much better than it was last year. There was additional discussion regarding the planning process for the new high school site, the traffic impacts of the new site, and the Southwest Bypass, 3. Discussion regarding precision machining training. Brandenburg introduced the discussion regarding the need for this type of job training in the community because of the businesses that are looking to come to Georgetown and the ones that are already here. Mark Thomas went into more detail about his discussions with existing companies here in Georgetown and others looking to locate here and the need for trained workers. He told them there could be around 100 jobs available in the near future that could earn $15-$17 per hour. He told everyone that we had the opportunity to "Grow our Own" here in Georgetown. He said that there have been discussions with the Superintendent, the companies he mentioned, and the 4A Board about working together to bring a training program to the City. He also said that there was the possibility that some Jr. Colleges in the area would be interested in participating. There was further discussion about students who don't necessarily want to get or can't get a 4 year degree or even an Associates Degree, who would benefit from this type of training. Mr. Lee told everyone that there appears to be a world wide shortage in this area and that they had a similar problem in Longview and that the school district there partnered with a company to train workers in a similar manner. Discussion regarding long-range planning issues, including land use, annexation, transportation, and future school sites. Tom Yantis addressed the group and gave an overview of the areas that were annexed in 2005, as well as the areas the City plans to annex in 2006. He also went over the New Residential Structures Map which outlines where residential building is taking place in the City and its ETJ, and the City's Transportation Plan. He told everyone that there has been an increase in applications for multi -family residential units. He also told the School Board that the City has been fortunate to have at its disposal all of these planning and mapping tools and that they haven't even begun to tap into all of the resources the tools are capable of producing. He also said GISD is more than welcome to utilize the information that the City has available in its planning process. There was also discussion that it was very important that the City and the School District continue to work closely together in the future to ensure that projects meet the needs of the community. They also talked about the importance of planning development. There was additional discussion regarding the new high school, its proximity to SH 130 and Highway 29 and the traffic impacts. During this discussion Mr. Lee told everyone it could be as many at 7-10 years before the new high school comes fully on board. They also talked about the Loop System with the goal being to have truck traffic use the Loop System vs. driving on Highway 29. Ercel Bashear told everyone that during the planning process for the new High School Site that GISD went to TXDOT and were told to go to the County because it was the entity doing pass- through tolling. GISD would like for the County or the City to improve the road system to accommodate the school. There was additional discussion regarding the traffic situation at Forbes/Cooper - Inner Loop and FM 971. Briggs told the School Board that City Staff is working with TXDOT to look at the configuration of the lanes and the impact of the Inner Loop opening all the way the Lakeway overpass. 5. Discussion regarding Williams Drive Gateway Redevelopment Project and Masterplan. Brandenburg provided a presentation and gave an overview of the Williams Drive Gateway Redevelopment Project and Masterplan and how it would impact the McCoy school site. This included land use, traffic signals, and potential timelines. Traffic flow was discussed, as well as trying to incorporate the projected district uses of the site into a plan that would work with the City's. Everyone was in agreement for the need to redevelop this important Gateway. City Council(GISD Joint Meeting Minutes January 26, 2006 Page 3 of 4 There was also discussion regarding the need for signalization on the west side of Lakeway. 6. Discussion regarding joint school/park sites. Discussion took place regarding the possibility of the City buying adjacent property to future school sites for parks in order to "share" uses and protect green space, as well as share equipment, fields, and services. 7. Discussion regarding football stadium lease in San Gabriel Park. Discussion regarding what will happen to the football stadium once the lease expires in 2007. GISD stated that their new stadium will be built by then. Questions came up as to what the City planned to do with the old stadium. 8. Discussion regarding joint video equipment purchasing and cable programming. Discussion regarding the Cox/Cebridge sale of the Cable System in Georgetown and the City's desire to "re -open" discussions regarding renegotiating the franchise agreement prior to the transfer. There was additional discussion regarding the amount of time and related costs of City staff scheduling the programming for Channel 10 and providing the Public Service Announcements as well. They also talked about what it would take to expand the cable programming on Channel 10 and the need to try and get a PEG (Public, Educational, and Governmental) channel out of the discussions with the transfer of the Cable Franchise. They also briefly discussed the new training requirements on Open Records and Open Meetings that are now required by the State. 9.
