Lee, City Secretary; Randy Morrow, Director of Community Services; Kimberly Garrett, Parks and Recreation Director; Mark Thomas, Economic Development Director PolicyDevelopment/Review Workshop = Called to order at 4:02 PM A Presentation and possible discussion regarding Parkland Dedication Policy and Fees -- Kimberly Garrett, Parks and Recreation Director and Randy Morrow, Director of Community Services Garrett distributed a handout, gave a slide review of the City's parkland dedication policy, and discussed possible changes. She said the formula for parkland dedication is for every livable area, there should be one acre of dedicated parkland for every 150 dwelling units or $250 per lot/house. She said the fee for multi -family is $200 per unit, which the Parks Board thinks needs to be revised because it is cheaper for a developer to pay fees rather than dedicate land. She said they are considering requiring a developer to create a park and require a homeowners' association to maintain it, saying that would apply only to new homeowners' associations, and acknowleged that some developments don't have homeowners' associations. She said If a homeowners' association maintains the park, it would be a private not public park. She said most other cities have larger fees per lot, and said staff is recommending to increase the fee from $250 to $600 for single-family lots and $450 per dwelling unit for multi -family. She suggested putting a portion of the fee into an interest-bearing account to be used to maintain Garey Park. There were questions and comments from the Council. Carls suggested researching and writing special provisions into the ordinance that would provide for those neighborhoods that don't have homeowners' associations or had one that it is now disbanded. Eason said she is not supportive of deed restrictions and homeowners' associations.
