A Williams Drive Gateway Redevelopment Plan -- Tom Yantis, Assistant City Manager
Yantis noted that this is the presentation of the final report, and introduced Jim Hill of Civic Design
Associates and Gary Bellomy of Land Design Studio. Hill, with a slide presentation, reviewed the report,
emphasizing what the City needs to implement to make the plan a reality. He said the redevelopment
contains approximately 70 acres west of IH35 at Williams Drive, which will relieve the current "bottleneck."
He noted there is a lot of access and traffic that will need to be managed along with pedestrian -oriented,
mixed use development (mostly residential with a full-service hotel and restaurants, along with GISD use on
their piece of property), saying this will make beter use of the land and generate higher sales tax revenue in
the long -run. He said GISD has passed a bond issue to convert an elementary school to administrative
offices and some high school classes. He said the City will present an implementation plan and would
probably seek to purchase 3.9 acres of GISD property on which to locate a civic building. He said there
would be possible use of a Tax Increment Finance (TIF) Zone to designate the area as a redevelopment
zone, giving certain powers to the property owners. He said the land development regulations will need to
be revised and key infrastructure built to accomodate this plan. He reviewed the funding program. Smith
asked about the other property owners in the area who may not want to participate, and Hill noted that there
has been a plan developed for working around some of the fragmented properties that may choose not to
participate. Yantis noted that there will be an action item on the agenda on Tuesday to accept the report.
Mayor noted that a catalyst is needed to demonstrate and encourage participation. Oliver asked and
Bellomy spoke to the development company process. There was further discussion
B Discussion regarding the (Computer Aided Dispatch) CADmine Incident Reporting and Analysis Software --
David Morgan, Police Chief
Morgan explained that this software "mines" the information collected. He said there will be public access
to the calls for service on the website. He introduced Lt. Patrick Hurley who demonstrated the software with
a slide presentation. He said this is a subscription service that collects the data daily and delivers it back to

the City in a format that allows the public to access the information, as well as gives the Police Department
an extra tool for determining trends and receiving alerts. He demonstrated the use of the software by law
enforcement and by the public. There were questions from the Council concerning the amount of use and
cost. Hurley said the cost is based on eleven cents per incident, based on the previous year's incidents.
Brandenburg spoke to the value of the program.
C Presentation regarding Charitable Bingo Facilities -- Paul Brandenburg, City Manager
Brandenburg noted that he had received a letter from Naomi Walker, Executive Director of the Georgetown
Housing Authority, requesting an exemption to Chapter 8.32 of the Code of Ordinances pertaining to the
prohibition of smoking in pulbic places in order to allow for smoking in charitable bingo facilities in order to
use a bingo facility as an income producer for a Boys and Girls Club in Georgetown. He asked Mr. Wallace
Vernon of the Clements Boys and Girls Club to speak. There were questions from the Council, particularly
regarding the percentage of the revenue that goes to a charity. It was noted that the financial books are
available online through the Lottery Commission. Brandenburg noted that there is a municipal charity tax
that comes back to the City.
