Policy Development/Review Workshop = Called to order at 4:00 PM
A Discussion and possible direction to staff regarding the provision of wastewater services in the South San
Gabriel River Watershed -- Tom Yantis, Assistant City Manager and Jim Briggs, Assistant City Manager for
Utility Operations
Yantis reviewed the existing planning documents regarding the area from the Interstate west between SH29
and Leander Road. He said all of those properties drain into the San Gabriel River Basin. He directed
Council to a handout that shows the current adopted and potential intensity designations and current
adopted and potential land use at build out for that particular area. He said wastewater is the utility that
limits the intensity in that area.
He explained the legend of the map, explaining the intensity levels and their designations. He said
development projects that want to come to Georgetown desire higher intensity levels which requires
extending wastewater in order to satsify those projects. There were questions from the Council. Yantis
explained the reasons for provision of wastewater and listed some of the proposed development projects
within the City's ETJ and their probable impact on wastewater infrastructure planning and environmental
quality. He said these projects are coming primarily due to the proposed extension of Parmer Lane west of
Georgetown. Munk explained that the proposed size of lines required in this area will cost approximately
$10,032,000. Yantis said at this time, the City would use the same line extension policy, regarding whether
the project is in the current CIP. He told Council the City needs to decide how to manage this effort and
adopt appropriate policy. He said this is a sensitive environmental area which will require careful study, and
wastewater service can be used to assist the management of growth. Sansing asked about possible
requirements for separate gray water and black water lines. Briggs said it wouldn't have an impact on
intensity but would effect the resource, as far as the water supply. He said it would be difficult to build a
plumbing system to separate the lines. There were further questions and comments from the Council.
Yantis also explained the possibility of providing wastewater outside the City's ETJ on a regional basis.

Briggs gave the City's history of regional wastewater studies, saying several sites and types of plants were
considered and studied. He talked about who would be served by the regional system and said it would be
managed by a five -party agreement.
Yantis noted the advantages and disadvantages of a regional system.

She said one of the considerations would be to make sure

Yantis noted to Council that other things to consider would be who should manage a regional system, how
Georgetown should participate, and ensure that local development is given priority over development
outside the City's jurisdiction. There were further questions and comments from the Council.

and other special districts

Yantis gave a history of the activity regarding the creation of municipal utility districts (MUD's). He referred
to a handout that outlined the proposed regulations. He told Council that staff is proposing to add it as a
new section to the UDC and it could be completed by October. He reviewed the key provisions of the
regulations, including a projected ultimate city limit boundary where no MUD's would be created. He
demonstrated a map of the boundary. There were questionsxand comments from the Council. He said
also, the City would not allow the creation of MUD's outside that boundary line if the City plans to serve that
area with water and/or wastewater utilities. Motion by Snell, second by Eason that Council determines that
this is an item to be considered outside of sequence according to Council's policy on amending the Unified
Development Code. Approved 6-0. (Berryman absent)
C Discussion and possible direction to staff regarding Conservation Subdivision -- Tom Yantis, Assistant City
Manager
Yantis introduced Jordan Maddox, a new planner at the City, saying he had written his Masters Report on
Conservation Subdivisions. Maddox gave a presentation to the Council regarding the definition of
conservation development as opposed to current conventional development. There were comments and
questions from the Council. He listed the economic and social benefits, saying conservation development
can preserve natural landscapes and recreation amenities and can provide hazard protection. There were
questions and comments from Council. Smith asked and was told that developers have proposed similar
site plans.
D Update on the progress of the Comprehensive Plan Update -- Ed Polasek, Chief Long -Range Planner
Yantis gave Council an update on the choice of a consultant for the plan update. He said a Review
Committee narrowed the field to four firms, and after the interviews, the Committee recommends Wallace,
Roberts and Todd. He said the contract will be brought before the Council at the first Council Meeting in
August, and the process will begin in September or October with numerous public meetings. He said they
are waiting for the new aerial photographs, coming in September.

Choose to Renew Renewable Energy Pricing Program Participation Form" and to submit the form to LCRA.
