Mayor Nelon brought Item B forward B Update on the status of the Community Resource Center -- Barbara Brightwell, Michael Martin and Paul Brandenburg, City Manager Brightwell thanked Council for the monetary contribution from the Council for the Conference. She introduced Barbara Pearce who explained, with a slide presentation to the Council, the progress being made for the Resource Center. She explained their vision, mission, the current issues, and the demographics of the community need. Brightwell talked to Council about the progress to date on finding tenants for the Center. She said the Georgetown Housing Authority will build and own the Center, saying they will lease space to the Center, and they will manage and maintain the facililty. Martin displayed a drawing showing the land being provided by the County for the Center. He said the County is giving them 20 acres with the possibility of multiple buildings, parks, ponds, playgrounds, and parking spaces; and tenants, such as Goodwill, Habitat for Humanity and Salvation Army. He said Tom Nichols has agreed to design the facility pro bono. He said they are in the bidding process to construct the first building and begin leasing offices. He said they are receiving and expecting more corporate sponsorhips from ATMOS Energy, Dell, and other large companies. He said they have met with all the Mayors of Williamson County and will be serving all residents in the County, saying they plan to open the first section of the Center (27,000 sq. ft.) in the Spring of 2008. A Discussion regarding the establishment of a Naming Policy for City Facilities, Public Park Lands, and Public Streets -- Paul Brandenburg, City Manager Brandenburg noted that he has provided in the agenda packet some draft guidelines for Council consideration to establish criteria for naming, including the appointment of a committee to recommend submission of the naming to the Council. C Discussion regarding adoption of a False Alarm Ordinance -- David Morgan, Police Chief and Paul City Council Meeting Minutes/ Page 1 of 2 Pages Brandenburg, City Manager Brandenburg said the police resources are finite and the number of false alarms per year is high. He said at least two squads (two officers and their vehicles) must respond for each alarm situation. He said their should be an incentive policy to prevent repetition. He said if Council wants staff to pursue this, they will bring back an ordinance as soon as possible. There were questions and comments from the Council. D Discussion of the City's planning efforts and its involvement in regional planning organizations related to State Highway 130 — Tom Yantis, Assistant City Manager Yantis said our portion of SH130 will be open for use in December. He said the annexations for this year are predominantly along SH130. He said staff is proposing at the 2007 UDC amendments that there be sign and landscaping standards for the entire Corridor. He said Jim Briggs is negotiating with Jonah Water regarding purchasing some of their CCN on the west side of SH130. He said Council has recently adopted policies for MUD's, but there is still a need to revise the land use plan as it relates to SH130. He said there is also the need to plan for parrallel arterial roads to handle the traffic. He said they will take into consideration major intersection designs to encourage orientation of commercial development on the local arterials. He said there is a concern that TXDOT has granted access onto frontage roads to the majority of property owners along the Corrridor, saying most other communities do not have frontage roads. He said apparently it expedited the right of way acquisitions to allow access. He said there are existing county roads where business and houses existed with access. He said there could be a similar strip commercial development along SH130. He said there is no regional planning authority in Texas so the City has participated with Envision Central Texas with planner round tables. He said CAMPO has been holding meetings regarding growth patterns along SH130, and there is a meeting group of people solicited by former Mayor Kirk Watson that he is attending for the Mayor. He noted that the cities of Pflugerville and Hutto have done a lot of planning for SH130 because it crosses through the center of their municipalities.
