The Animal Shelter Advisory Board of the City of Georgetown, Texas, met on Thursday, February 19, 2009.
Members Present: Debbie Frase, Chair, Christy Hullum, Vice Chair, Keit Fruge, Secretary, Erica Haley,
DVM, Patty Eason, Holly Garland, and Jackie Carey.
Members Absent: None
Staff Present: Ken Finn

Regular Meeting
Meeting called to order at 6:02 p.m. by Debbie Frase.
1. Citizens comments - none.
2. Discussion and possible action on requested input by the Board on the City's 2009/2010 budget
- Item will be readdressed at the March meeting. Board initial dis cussions dwelled on the need to
increase shelter staff as the most pressing budgetary item to present to the city council.
3. January 2009 minutes - Keith Fruge motioned voting approval and Jackie Carey second. Minutes
were approved unanimously.
4. Animal Services statistical and analytical report for the month of December, 2008 - Ken Finn
discussed the report for January. Euthanasia rates continued a downward trend and return to owners'
numbers are trending upward.
5. Discussion and possible action on fundraising ideas for anti-tethering ordinance - Continued
feedback from shelter management is that there does not appear to be a significant need for assistance in
obtaining fencing to meet requirements of the new tethering ordinance and compliance has been high.
Overall, the ordinance appears to be having the desired effects so far. The board will continue to monitor the
situation and relook fundraising in the future if necessary.
6. Discussion and possible action on dog chaining ordinance - Discussion on this topic was rolled
into item number 5.
7. Discussion and possible action on Grand Opening Activities for Phase II - Ken Finn discussed
plans for the formal opening of Phase II improvements to the shelter.
8. Discussion and possible action on Microchipping, consideration for a new ordinance that
would require Microchipping. Christy Hullum presented articles discussing mandatory chipping
programs in several other Texas cities. The board decided to research the topic in more depth and
discuss the subject at a future board meeting.
9. Discussion and possible action on Leash Free area west of IH-35 - Initial discussions will take
place with the city parks department on the possibility of adding leash free areas west of IH-35.
