Patty Eason, Gabe Sansing, Doug Smith, Henry All Council present Carr, Pat Berryman, Farley Snell, Ben Oliver Staff Present: Paul Brandenburg, City Manager; Tom Yantis, Assistant City Manager; Jim Briggs, Assistant City Manager for Utility Operations; Patricia E. Carls, City Attorney; Sandra D. Lee, City Secretary; Cari Miller, Convention and Visitors' Bureau Coordinator; Mike Mayben, Energy Services Manager; Tom Benz, Systems Engineering Manager Policy Development/Review Workshop = Call to order at 4:00 P Called to order at 4:01 p.m. A Discussion and possible direction to staff regarding the development of guidelines to be used for events that are designated as City Sponsored Events -- Paul E. Brandenburg, City Manager Brandenburg distributed a list of descriptions of the current and immediate -past City -sponsored events. He suggested that the events be divided into "major" and "minor" and suggested that the "minor" events could be administrated by him instead of bothering the Council, for permission for waiving the fees or getting assistance from City resources. He suggested a list of criteria, and suggested that Council should memorialize the regulations in an ordinance. There was Council discussion. B Discussion and possible direction to staff regarding the standardization of Boards, Commissions, and Committees Bylaws -- Paul E. Brandenburg, City Manager There were varied comments and discussion amongst the Councilmembers. It was determined that there are five boards/commissions that contain councilmembers. It was also determined that the nominating committee, in anticipation of a policy change coming in the future regarding term limits, should not re -appoint anyone who has served more than two consecutive terms. There were varying opinions regarding whether to set "blanket" criteria for all boards/commissions or to customize each board/commission according to its individual make-up and activity. Staff was directed to come back at the first meeting in January with criteria. Snell questioned the standard for alternates. Carr suggested a section in the bylaws about alternates. Carls gave history from 2001 regarding alternates. Sansing left the dais. Eason noted that Building Standards and Board of Adjustment need alternates, because they have historically not made a quorum and therefore delayed important decisions. Brandenburg brought up (1) the issue of calling City Council Meeting Minutes/December 11, 2006 Page 1 of 2 Pages special or emergency meetings, suggesting a uniform language for the bylaws; (2) State -Mandated training and special training for some boards/commissions such as HARC; (3) the possibility to form subcommittees and their composition; and (4) the date of adoption of each board or commission's bylaws by the City Council. 5:02 p.m. -- recessed to Executive Session Executive Session In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session that follows. City of Georgetown , Cause No. 06-634-C26, filed in the 26th Judicial District of Williamson County, Texas D Sec. 551.086 - Certain Public Power Utilities: Competitive Matters - Discussion and possible action regarding an Electric Services Agreement with Citigroup North America, Inc. for electric service in a dually -certified area, including terms which, if disclosed would give give advantage to competitors or prospective competitors. E Sec 551.072: Deliberations about Real Property Consideration and possible action concerning the acquisition of easements for wastewater lines, a public use, including consideration and possible action on a Resolution authorizing condemnation. 6:00 p.m. -- returned to Open Session and adjourned The meeting was adjourned at 06:00 PM.
