Lee, City Secretary; Micki Rundell, Director of Finance and Administration; Leticia Zavala, Acting Controller; Glenn Dishong, Water Services Manager; Joe Lara, Utility Financial Analyst; Kathy Ragsdale, Utility Office Director; Cathy Leloux, Municipal Court Clerk; Keith Hutchinson, Public Information Officer; Mark Thomas, Economic Development Director; Mike Mayben, Energy Services Manager Policy Development/Review Workshop - Call to order at 4000 PM A Year-end 2006 Preliminary Update -- Micki Rundell, Director of Finance and Administration With a slide presentation, Rundell explained the difference between projected and actual figures, including higher sales tax revenue, rapid growth, increased building permits, higher parks and recreation fees, increased utility collections, more court fines, open positions in police and fire, and almost $900,000 appropriated, but not spent. There was discussion regarding the 117 -day overage. Rundell said it should be only 90 days overage. She said Special Revenue funds are much higher due to increased growth. Rundell said the City bills approximately 22,000 customers per month. She said 2005-06 and 2006-07 budget amendments will be done in January. There were questions from the Council. B Annual Review of City's Investment Policy -- Leticia Zavala, Acting Controller and Micki Rundell, Director of Finance and Administration Rundell noted that this review is required under the Public Funds Investment Act and provides an overview of cash and investments activities. She reviewed the Public Funds Investment requirements and the Government Accounting Standards Board Requirements. C Utility Rates -- Micki Rundell, Director of Finance and Administration Rundell noted that this item involves a change in wastewater rates. She said currently, the sewer rate is governed by winter water averaging, noting the rate is currently $11.75. She said staff is proposing a flat rate for residential and small commercial accounts. There were questions and comments from the Council. Smith thinks residential may be subsizing multi -family. City Council Meeting Minutes/November 27, 2006 Page 1 of 2 Pages D Municipal Court Juvenile Fee Program -- Micki Rundell, Director of Finance and Administration Rundell said staff is proposing a $5.00 fee for all juvenile* convictions to be used to fund salary and benefits for a juvenile case manager, a liaison between the juvenile and their parents and the judge. She said, in Georgetown, the case manager would handle all of the underage alcohol and tobacco offenders and would handle the teen court, saying the position would be a revenue neutral position. (*as corrected by Mayor Nelon at the December 12, 2006 Council Meeting) Municipal Court Judge Randy Stump answered questions and asked Council to support this new position. He said there are currently more cases than can be handled at Municipal Court. Trainer in connection with the SH 29 West widening project - Issues related to wastewater service for Berry Creek Subdivision, Section 1 F Sec. 551.087: Deliberation Regarding Economic Development Negotiations - Discussion and possible action regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; and deliberation of the offer of a financial or other incentive to a business prospect described above - Citigroup North America, Inc. G Sec. 551.086 a Certain Public Power Utilities: Competitive Matters - Discussion and possible action regarding an Electric Services Agreement with Citigroup North America, Inc. for electric service in a dually -certified area, including terms which, if disclosed would give give advantage to competitors or prospective competitors. 5:45 p.m. -- returned to Open Session and Adjourned The meeting was adjourned at 05:45 PM.
